The strengthening of Protocol II on landmines andthe conclusion of Protocol IV on blinding laser weapons are commendable achievements and all States should already apply the new humanitarian principles contained therein before the entry into force of these instruments.
India has ratified all the Protocols of the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons Which May Be Deemed to Be Excessively Injurious or to Have Indiscriminate Effects(CCW),including amended Protocol II, dealing with landmines, and Protocol IV, on blinding laser weapons.
In the meantime, the States members of the European Union will seek early ratification of the amended Protocol II,as well as of the new Protocol IV on blinding laser weapons, and will take urgent steps to ensure their compliance with all the provisions of these two protocols pending their entry into force.
Furthermore, we welcome the progress achieved during the first part of the Review Conference of the 1981 Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons Which May Be Deemed to Be Excessively Injurious orto Have Indiscriminate Effects with the adoption of the new Protocol IV on blinding laser weapons.
Even before the 1995 Review Conference, which produced a new Protocol IV on Blinding Laser Weapons and resulted in the adoption in 1996 of a strengthened Protocol II on landmines, my delegation had been working closely with Sweden in promoting increased adherence to the 1980 Convention.
Currently there are 117 High Contracting Parties to the CCW; 79 to Amended Article 1 of the CCW; 112 to Protocol I on non-detectable fragments; 100 to Amended Protocol II on mines, booby-traps and other devices; 108 to Protocol III on incendiary weapons;102 to Protocol IV on blinding laser weapons; and 84 to Protocol V on explosive remnants of war.
Morocco, which in 2002 had initiated the process of ratification of Protocol IV on blinding lasers and Amended Protocol II on mines, booby-traps and other devices, fully subscribed to the provisions of the two instruments and considered in particular that Amended Protocol II made an important contribution to international efforts to lessen the inhuman suffering caused by various types of mines and that it was an effective mechanism which could reconcile military considerations and humanitarian concerns.
The European Union takes note of the progress made during the first part of the Review Conference, held in Vienna from 25September to 13 October, with the adoption of a new Protocol IV on blinding laser weapons, which responds to humanitarian concerns to avoid unnecessary suffering without limiting the legitimate military use of lasers.
