He submits the communication on behalf of his granddaughter, Ana Rosario Celis Laureano, a Peruvian citizen, born in 1975.
For instance, in case No. 540/1993(Celis Laureano v. Peru), concerning enforced disappearance, the Committee found as follows.
Violations of article 9, paragraph 1, were also found in cases Nos. 540/1993(Celis Laureano v. Peru) and 563/1993 Bautista v. Colombia.
In case No. 540/1993(Celis Laureano v. Peru), the victim, a minor, had disappeared after having been provisionally released from custody.
C That statement, contained in a deposition made by the victim's grandmother on 30 September 1992,indicated in graphic terms that Celis Laureano had in fact been eliminated.
Case No. 540/1993(Celis Laureano v. Peru) concerned a girl who had disappeared and had no contact with her family or with the outside world.
Furthermore, the State party has ignored the Committee's requests for information about the results of the author'spetition for habeas corpus, filed on behalf of Ana R. Celis Laureano.
The case of Ana Rosario Celis Laureano concerns a Peruvian girl, born in 1975, who was abducted from her house by kidnappers wearing military uniforms on 13 August 1992, and was kept incommunicado.
The latter notes that in December 1992 investigations carried out by the security and armed forces confirmed that members of the military base in Ambar had arrested Ana R. Celis Laureano in June 1992.
In the circumstances of the case, the Committee finds that Ana R. Celis Laureano's right to life, enshrined in article 6 of the Covenant, read together with article 2, paragraph 1, has not been effectively protected by the State party.
Having concluded its consideration of communication No. 540/1993, submitted to the HumanRights Committee by Mr. Basilio Laureano Atachahua, on behalf of his granddaughter, Ana Rosario Celis Laureano, under the Optional Protocol to the International Covenant on Civil and Political Rights.
Mr. Laguna Celis(Mexico) said that in paragraph 17, the Spanish translation of"intergovernmental science-policy platform on biodiversity and ecosystem services" should match the language used in document A/65/383.

The Committee recalls in particular that the victim had previously been arrested and detained by the Peruvian military on charges of collaboration with Shining Path and that the life of Ms. Laureano and of members of her family had previously been threatened by a captain of the military base at Ambar,who in fact confirmed to Ms. Laureano 's grandmother that Ana R. Celis Laureano had already been killed.
Ms. Celis(Bolivarian Republic of Venezuela) expressed appreciation of the legislative guides and model laws produced by the United Nations Commission on International Trade Law(UNCITRAL) in the discharge of its function of unification and harmonization.
The Committee urges the State party to open a proper investigation into the disappearance of Ana Rosario Celis Laureano and her fate, to provide for appropriate compensation to the victim and her family, and to bring to justice those responsible for her disappearance, notwithstanding any domestic amnesty legislation to the contrary."101.
Ms. Celis(Bolivarian Republic of Venezuela) said that her Government hoped that the topic of the rule of law would be treated in a balanced manner and that the discussion would be grounded in the principles of self-determination of peoples and non-interference in the internal affairs of States.

Mr. Laguna Celis(Mexico) said that he had asked that draft resolution A/C.2/67/L.44 be reissued to accurately reflect the language agreed upon by delegations in the informal consultations, as the draft currently contained a significant number of discrepancies.

Mr. Laguna Celis(Mexico) said that the draft resolution was important because it called for a Third World Conference on Disaster Risk Reduction, where it was hoped that a framework for disaster risk reduction would be adopted to succeed the Hyogo Framework for Action.
Ms. Celis(Bolivarian Republic of Venezuela) commended the work of the International Law Commission on the progressive development of international law and its codification, which advanced the cause of sovereignty and freedom of States to conduct and permit activities in their territory or under their jurisdiction or control.
