In pursuit of this goal, UNEP has undertaken a series of measures on the regional seas programme along the lines set out in the following Governing Council decisions: decision 20/18 B of 4 February 1999, decision 21/28 of 9 February 2001 anddecision 22/2 III of 9 February 2003 on strengthening the role of UNEP in promoting collaboration among multilateral environmental conventions and in providing programmatic support to multilateral environmental conventions.
In particular, there is support for enhancing collaboration among multilateral environmental agreement Secretariats in specific areas where common issues arise, such as current work among the chemicals and waste multilateral environmental agreement Secretariats and including the interim Secretariats.
In pursuit of this goal, UNEP is undertaking a series of measures along the lines set out in GoverningCouncil decision 20/18 B of 5 February 1999, on strengthening the role of UNEP in promoting collaboration among multilateral environmental conventions and in providing programmatic support to multilateral environmental conventions.
Recalling decision 20/18 B on strengthening the role of UNEP in promoting collaboration among multilateral environmental conventions, decision 20/28 on promoting interlinkages among global environmental issues and human needs and decision 20/19 B on the Global Programme of Action for the Protection of marine Environment fro Land-based Activities.
The Governing Council of the United Nations Environment Programme( UNEP), in the recommendations on international environmental governance set out in the appendix to decision SS. VII/1 of 15 February 2002, underscored, among other issues, that there was a need to enhance the synergies andlinkages between multilateral environmental agreements with comparable areas of focus and collaboration among multilateral environmental agreement secretariats in specific areas where common issues arose, such as among the secretariats of chemicals and waste multilateral environmental agreements.
Emphasizes that the United Nations Environment Programme should intensify its catalytic role to stimulate and support collaboration among multilateral environmental conventions and international processes related thereto with a view to the strengthening of coherent interlinkages among such conventions and processes in line with the decisions of their respective conferences of the parties;

Having considered the reports of the Executive Director on strengthening the role of the United Nations Environment Programme in promoting collaboration among multilateral environmental conventions, 32 programmatic support of the United Nations Environment Programme to multilateral environmental conventions33 and promoting interlinkages among global environmental issues and human needs, 34.
The need to strengthen coordination and collaboration among bilateral, multilateral and regional and subregional initiatives was emphasized.
Full and effective collaboration among States, multilateral organizations and the International Criminal Court is essential for the Court to achieve its objectives.
