In its previous report, the Advisory Committee stated that it looked forward to receiving specific proposals concerning the review of field service positions in peacekeeping missions and enhancing opportunities for local procurement.
With regard to the former, the Committee stated that it"is satisfied that States parties generally understand that the right to habeas corpus and amparo should not be limited in situations of emergency", implying that the right to challenge the legality of detention is non-derogable.
In para. 6.7 of its Views the Committee states that it considers that the reservation cannot be deemed compatible with the object and purpose of the Optional Protocol.
