The congress of state.

As specified in the Declaration on the Citizens' Rights, set out in the Constitutional Charter, the two Captains Regent jointly represent the State and are guarantors of constitutional order; the Great and General Council, the Parliament,is vested with the legislative power; and the Congress of State, the Government, exercises the executive power.
The Congress of State is vested with the executive power according to the principles of collegiality and responsibility.
Section V of Law No. 184/2005 approved by qualified majority regulates in detail the relations between the Congress of State and the bodies of the Public Administration, notably Article 17. vi makes special reference to the separation of powers and implementation thereof.

Under the Declaration, the members of the Congress of State are appointed by the Great and General Council to which they are politically responsible, both individually and jointly.
The Congress of State(the Government of San Marino), in its Decision No. 14 of 7 March 2011, adopted the following restrictive measures implementing resolution 1970 2011.

These permits, issued by the Congress of State, may be granted in case of special humanitarian needs of social protection and entitle the holders to receive health services and temporary economic benefits from the Social Security Institute.
