At the 15th meeting, on 10 September 1993, the representative of Australia, also on behalf of Canada, Iceland, Japan, New Zealand and Sweden, introduced a draft decision(A/CONF.167/PC/L.7)entitled"Information needs on current donor activities in support of sustainable development in small island developing States", which read as follows.

The Preparatory Committee for the Global Conference on the Sustainable Development of Small Island States, having noted with appreciation the preliminary information supplied by United Nations agencies(A/CONF.167/PC/6) andtaking into account the need for the Conference to have a clear account of current donor activities in support of sustainable development in small island developing States.

The international donor community is urged to engage actively with small island developing States during the conference to achieve realistic and positive outcomes and concrete assistance for all small island developing States,including the sharing of updated information on current donor activities in support of the sustainable development of small island developing States.
The Preparatory Committee requests the Secretary-General to transmit a revised version of the report on current donor activities in support of sustainable development in small island developing States to the Conference for its consideration and appropriate action.
At its resumed first session held at United Nations Headquarters from 7 to 11 March 1994, the Preparatory Committee for the Global Conference on the Sustainable Development of Small Island Developing States had before it a report of the Secretary-General, prepared in consultation with the relevant United Nations agencies and organizations, as well as bilateral, regional and multilateral donor agencies and non-governmental organizations,containing relevant information on current donor activities in support of sustainable development in small island developing States.
At its 18th meeting, on 11 March,the Committee had before it a draft decision entitled"Report on current donor activities"(A/CONF.167/PC/L.17), submitted by the Chairman and the Bureau of the Preparatory Committee.
The report of the Secretary-General on current donor activities 2/ showed that for the biennium 1991-1992 multilateral assistance accounted for about 27 per cent of assistance to small island developing States in the areas covered by the Programme of Action, with the United Nations system accounting for about 12 per cent of the overall total.
Also at its resumed first session, the Preparatory Committee had before it the report of the Secretary-General on current donor activities in support of sustainable development of small island developing States A/CONF.167/PC/13 and Add.1.
For its consideration of the item, the Committee had before it the report of the Secretary-General on current donor activities in support of sustainable development in small island developing States(A/CONF.167/PC/13 and Add.1), and a document containing an inventory of current donor activities in support of sustainable development of small island developing States A/CONF.167/PC/CRP.1.
The Secretary-General should also prepare reports for the reviews in 1996 and1999 that contain updated information on current donor activities in support of the sustainable development of small island developing States, as well as on the adequacy of international resources devoted to the Programme of Action.
The report, which has been prepared in response to that request, provides analytical andquantitative information on current donor activities undertaken during the years 1991 and 1992, both as a whole(paras. 15-18) and according to whether they are funded by bilateral(paras. 19-27) or multilateral(paras. 28-38) donors, including non-governmental organizations.
In paragraph 120 of the Programme of Action for the Sustainable Development of Small Island Developing States,1 the Secretary-General is requested to prepare a report that contains“updated information on current donor activities in support of the sustainable development of small island developing States, as well as on the adequacy of international resources devoted to the Programme of Action” for review by the Commission on Sustainable Development in 1999.
As one of the TFRM's first activities, current donors and possible donors were classified with consideration given to their potential, interests and past contributions.
The Section isresponsible for raising predictable, timely and flexible voluntary funds for OHCHR extrabudgetary activities by building a transparent and systematic relationship with current and potential donors and through an annual appeal system designed to share information on extrabudgetary needs.
As part of the current practice of regular reporting to donors on the financial situation and activities of the Fund, a technical information meeting for regular donors will be organized on 12 December 2001 with the secretariat of the Fund and Board at the Palais des Nations in Geneva, at which relevant reports and documents on the activities of the Fund will be distributed and discussed.
In the case of bilateral donors, a separate request was made to the Organisation for Economic Cooperation and Development(OECD) to provide data on the current development assistance activities of its member countries in support of sustainable development in small island developing States.
