The European Union welcomes progress achieved in universalizing the Anti-Personnel Mine Ban Convention, destroying stockpiled anti-personnel mines, clearing mined areas and assisting victims.
Good progress has been made in destroying stockpiled anti-personnel mines, clearing mined areas and assisting victims, although much remains to be accomplished.
We also call for the implementation of the Nairobi Action Plan for 2005-2009,whereby member States committed themselves to sparing no effort to meet the challenges in universalizing the Convention, destroying stockpiled anti-personnel mines, clearing mined areas and assisting victims.
While assistance in destroying stockpiled mines is required by only a small number of States Parties, very few States Parties in a position to do so have provided such support.
The Vientiane Action Plan outlines actions for States in support of Article 7 requirements, suggesting detailed information that can help timely implementation and mobilise cooperation in victim assistance,clearance of cluster munitions remnants and in destroying stockpiled cluster munitions.
In view of the fact that some States may not have facilities suitable for destroying stockpiled cluster munitions, the transfer of cluster munitions to another State party for the purpose of destruction is permitted.
We remain as determined as ever to secure our achievements to date, to sustain and strengthen cooperation under the Convention, and to spare no effort to meet our challenges in universalizing the Convention,ending the use of anti-personnel mines globally, destroying stockpiled mines, clearing mined areas and providing mine risk education, as well as assisting the victims.
The request indicates that the task for destroying stockpiled and emplaced mines was assigned to the Engineers Corps Command of the National Guard and that, subsequently, the National Guard General Staff established the Cyprus Mine Action Centre(CYMAC) on 25 August 2003 to implement all of Cyprus's obligations arising from the Convention.
This overview, which was warmly welcomed by the Standing Committee, both underscored the extraordinary progress that has been made since the Convention's entry into force andhighlighted a variety of challenges that remain regarding destroying stockpiled mines, clearing mined areas, assisting victims and generating the necessary resources to undertake these tasks.
As well, the States Parties recorded: the need to ensure that necessary support for clearing mined areas does not disappear before Article 5 has been fully implemented; the fact that assisting landmine survivors often requires that attention be given duringthe entire lifetime of these individuals; and, that very few States Parties in a position to do so have provided assistance in destroying stockpiled mines.
This overview, which was warmly welcomed by the Standing Committee, both underscored the extraordinary progress that has been made since the Convention's entry-into-force andhighlighted a variety of challenges that remain regarding destroying stockpiled mines, clearing mined areas, assisting victims and generating the necessary resources to undertake these tasks.
Current proposals on detectability and SD/SN and SDA could be adopted without having to change,modify or destroy stockpiles.
Hence we shall need support, both on a bilateral and multilateral basis, when addressing the issue of demining and destroying stockpiles of anti-personnel landmines.

The gains made thus far under the Mine Ban Convention in terms of clearing mined areas, destroying stockpiles and assisting victims have been enormous, and have qualitatively improved the lives of many civilians living in environments affected by conflict.
The good outcome achieved on cluster munitions is due in no small part to the trail blazed by the AntiPersonnel Landmine Convention. Significant gains have been made under this Convention in terms of clearing mined areas, destroying stockpiles and assisting victims.
These elements were then accordingly addressed in the definition of a cluster munition combined with a ban on use,as well as in the obligations to clear contaminated areas and destroy stockpiles.
It featured an assessment of progress and challenges in the States Parties' efforts to clear mined areas,assist victims, destroy stockpiled mines, establish national implementation measures, exchange information and generate necessary resources in a manner consistent with the provisions of the Convention.
Of the 16 States Parties which, as of the close ofthe First Review Conference, still had to destroy stockpiled mines in accordance with Article 4, each provided a transparency report in 2005 covering the previous calendar year with the exception of the following: Ethiopia, Guyana and Sudan.
In addition, they resolved to"maximise reporting as a tool to assist in implementation,particularly in cases where States Parties must still destroy stockpiled mines, clear mined areas, assist mine victims or take legal or other measures referred to in Article 9.
Furthermore, aerial bombardments destroyed stockpiles of matériel, industrial and oil facilities and electricity generation plants, leading to the release of thousands of tons of toxins into the air, the water and the earth.
