At its seventh plenary meeting, on 15 November 2006, the Conference adopted the Plan of Action to Promote Universality of the Convention, as contained in the Final Document, Part II, Annex III,and the Decision on the Establishment of a Sponsorship Programme Within the Framework of the Convention, as contained in the Final Document, Part II, Annex IV.
With reference to paragraph 4(i)(ii)of the decision on the establishment of a sponsorship programme under CCW, the following expenditures will be covered by the funds allocated to the trust fund.
The Conference, in this context, welcomes the establishment of a Sponsorship Programme under the Convention, aimed at, inter alia, strengthening the implementation of the Convention and its annexed Protocols, promoting the universal observance of the norms and principles enshrined therein, supporting the universalization of the Convention and its annexed Protocols, and enhancing the cooperation, the exchange of information and the consultations among the High Contracting Parties on issues related to the Convention and its annexed Protocols.
He called on States parties to adopt the draft decision on the establishment of a sponsorship programme under the Convention and to take the necessary steps to implement the programme. .
Notes with satisfaction the decision of the Seventh Review Conference on the establishment of a sponsorship programme in order to support and increase the participation of developing States parties in the meetings of the intersessional programme, and calls upon States parties in a position to do so to offer voluntary contributions for the programme; .
The Meeting again noted the work undertaken by interested States parties through the establishment of a sponsorship programme, which had helped to ensure more widespread representation at meetings of the Convention and of the intersessional meetings.
In accordance with the terms of the relevant decision by the third CCW review conference on the establishment of a sponsorship programme under CCW(CCW/CONF. III/11, part. II, annex IV); The Steering Committee of the CCW Sponsorship Programme, the ISU-CCW and the GICHD agree on the following.
Mr. PRASAD(India) said that the Drafting Committee had examined two texts- a draft decision on the establishment of a sponsorship programme under the Convention and a draft plan of action to promote the universality of the Convention, which had been prepared on the basis of documents CCW/CONF. III/7/Add.8 and CCW/CONF. III/6 respectively.
He hoped that the texts already approved in the Group of Governmental Experts,concerning in particular a plan of action to promote the universality of the Conference, the establishment of a sponsorship programme, the draft final document of the Conference and the draft declaration to be issued by the Conference on the occasion of the entry into force of Protocol V, would not give rise to lengthy discussions and could be speedily forwarded by the Main Committees to the Drafting Committee.
These efforts could also include the establishment and implementation of a sponsorship programme under CCW.
