It is prohibited to involve children in activities that may threaten their lives, health, or morality.
According to Article 15(7), these provisions are"subject to such restrictions as may be prescribed by law in the interest of national security, public order andthe protection of public health or morality or for the purpose of securing due recognition and respect and freedoms of others, or of meeting the just requirements of the general welfare of a democratic society.
This right may only be subject to restrictions, provided for by law for the protection of national security, law and order,public health or morality.
These rights, however, are subject to such restrictions as may be prescribed by law in the interests of the national economy, national security, public order andthe protection of public health or morality, or for the purpose of securing due recognition and respect for the rights and freedoms of others or of meeting the just requirements of the general welfare of a democratic society.
The Federal Constitution also provides that the right to exercise freedom of religion shall not contravene any lawrelating to public order, public health or morality.
There are allowable restrictions and exceptions, for example, with respect to national security,public order(ordre public), public health or morality or in order to protect the rights and freedoms of others, as well as the need for effective law enforcement and judicial cooperation in combating crimes at the international level, including the threats posed by international terrorism and organized crime.
IV. Involvement of children in the activities that can jeopardize their life, health or morality is prohibited;
Nothing in sub-clause(e)shall be deemed to prevent the making of laws to impose reasonable restrictions on any act which may be contrary to public health or morality, to confer on the State the exclusive right to undertake specified industries, businesses or services, or to impose any condition or qualification for carrying on any industry, trade, profession or occupation.
More specifically, the African Charter recognizes that this right may be restricted by law for reasons of national security, law and order,public health or morality.
If a person applying for Azerbaijani citizenship calls for the violent overthrow of the State system as defined by the Constitution, commits acts that are detrimental to State security,the maintenance of public order, health or morality, advocates racial, religious or national exclusivity, or is involved in terrorist activities, his or her application for citizenship is rejected.

However, the term"refoulement" is also used in a broader sense to refer to the removal from the territory of the State of illegal aliens or aliens who constitute a threat to ordre public,national security, health or morality.

The only restrictions on freedom of movement were designed to protect national security, public order,public health or morality and the rights and freedoms of other persons.
This article also prohibits the activities of religious organizations and their bodies and representatives that are directed against the sovereignty of the Republic of Belarus, its constitutional system and civic harmony, or involve a violation of civil rights and liberties, and hamper citizens' fulfilment of their State, public or family obligations or damage their health or morality.
Under the 2013 Constitution, although restrictions might be put on the exercise of rights for national security,public order and health or morality, they are in conformity with international standards.
The right to freedom of expression may be restricted by law, if so is necessary towards protecting the rights and reputation of other people, preserving the authority and impartiality of courts, national security,public health or morality and public security.
Article 510 of the Code prohibits persons under the age of 18 from performing jobs that by their conditions or nature are hazardous to their life, health or morality, or adversely affect their school attendance.

While the rights conferred under article 10 are not subject to any restriction, certain restrictions are permitted with respect to the rights under article 14 and, accordingly, article 15(7) of the Constitution provides for restrictions prescribed by law in this area in the interest of national security, public order andthe protection of public health or morality or for the purpose of securing due recognition and respect for the rights and freedoms of others, etc.
The principle of derogability: This entails power to make exceptions and impose limitations if they are necessary to protect national security, public order,public health or morality or to protect the rights of others.
The same article prohibits the establishment and activity of any political parties or other public or paramilitary associations that: aim to change the constitutional order by force; authorize violence; are opposed to the civil rights and freedoms enshrined in the Constitution; advocate war, racial, ethnic or religious hatred; or infringe public health or morality. In addition, no political party may be established on ethnic or religious grounds.
