The third report of the Advisory Committee(A/52/7/Add.2) dealt with two issues: additional expenditures relating to the maintenance of peace and security and those deriving from inflation and currency fluctuations.

The Advisory Committee on Administrative and Budgetary Questions has considered the report of the Secretary-General of 25 August 1997(A/C.5/51/57) on the issue of additional regular budget expenditures,including those relating to the maintenance of peace and security, inflation and currency fluctuation.

Over the last few decades,the General Assembly has sought a comprehensive solution to the problem of additional expenditures arising from inflation and currency fluctuations.
Moreover, while recognizing the need for protection against inflation and currency fluctuations, his delegation expressed concern at the substantial addition to requested resources resulting from recosting.
The first group of expenditures istermed the"in-area" component and is adjusted between place-to-place surveys by local inflation and currency fluctuations.
As for the additional expenditures arising as a result of inflation and currency fluctuations, they must be borne jointly by Member States and the Secretariat, as had been done thus far.
It is notable that the information outlined above did not give rise to any new solutions to the problem of additional expenditures deriving from inflation and currency fluctuations.
Views were also expressed that the question of adjustments for inflation and currency fluctuations should continue to be addressed in accordance with the current practice, as stipulated in annex I to General Assembly resolution 41/213.
Following the adoption of resolution 41/213,the Secretary-General reported on questions relating to the programme budget: inflation and currency fluctuation, and the level of the contingency fund A/42/225 and Add.1.
This report is issued in response to the request of the General Assembly in its resolution 51/220 of 18 December 1996 that the Secretary-General prepare a comprehensive policy paper which would examine all issues related to the question of all additional expenditures referred to in paragraphs 10 and 11 of annex I to Assembly resolution 41/213,including those relating to the maintenance of peace and security, inflation and currency fluctuation.
It was noted that, under the circumstances, the existing mechanism for dealing with inflation and currency fluctuation might still be the most appropriate.
Having considered also the report of the Secretary-General on issuesrelated to additional expenditures, including those relating to the maintenance of peace and security, inflation and currency fluctuation, A/C.5/51/57.
The Committee's last extensive analysis of various aspects of additional expenditures deriving from inflation and currency fluctuation is reflected in its report of 9 December 1988 A/43/929.
In annex I, paragraph 10, to General Assembly resolution 41/213 of 19 December 1986, it is indicated that"a comprehensive solution to the problem of all additional expenditures,including those deriving from inflation and currency fluctuations, is also necessary.
The report provides a breakdown of the revised cost plan(A/60/532, table 3),which amounts to $8,992,700(including the estimated provision for inflation and currency fluctuation), as compared to the initial budget of $7,711,800 approved by the General Assembly in its resolution 56/270.
Furthermore, the Advisory Committee recalls the provision in paragraph 10 of annex I to General Assembly resolution 41/213 of 19 December 1986 that"a comprehensive solution to the problem of all additional expenditures,including those deriving from inflation and currency fluctuation, is also necessary.
The Assembly, in its resolution 44/200 B, decided to keep the question of a comprehensive solution to the problem of all additional expenditures,including those deriving from inflation and currency fluctuation, under consideration and to consider it again at its forty-sixth session.
The General Assembly takes note of the report of the Secretary-General concerning additional expenditures referred to in paragraphs 10 and 11 of annex I to General Assembly resolution 41/213 of 19 December 1986 and of the third report of the Advisory Committee on Administrative and Budgetary Questions, and requests the Secretary-General to keep the General Assembly informed on issues pertaining to inflation and currency fluctuation in the context of the budget performance reports.
The Advisory Committee concurred withthe Secretary-General's conclusion that under the circumstances, the current mechanism for dealing with inflation and currency fluctuation might still be the most appropriate.
Decided, given the shortcomings of the present system, to keep under review the question of a comprehensive solution to the problem of all additional expenditures,including those deriving from inflation and currency fluctuation, and to consider it again at its forty-sixth session.
