Stressing the primary responsibility of States for the creation of national and international conditions favourable to the realization of the right to development.

Although in this context the Declaration stresses that States have the primary responsibility for the creation of national and international conditions favourable to the realization of the right to development, it equally underlines that it is the duty of States to cooperate with each other in ensuring development and eliminating obstacles to development.
In fact, the UN Declaration on the right to development provides agreed definitions for the role and the responsibility of states on development issues, including the formulation of appropriate national development policies(Art. 2, para. 3),creating national and international conditions favourable to the realization of the right to development(Art. 3, para. 1), cooperating with each other in ensuring development Art. 3 para. 3.
While the Working Group has, on occasion,addressed the responsibility of States for the creation of national as opposed to international conditions favourable to the realization of the right to development as separate issues in general it has stressed the link between them see E/CN.4/2002/28/Rev.1, paras. 95, 96, 103 and 104.
States, according to article 3, have“the primary responsibility for the creation of national and international conditions favourable to the realization of the right to development”.
Preamble and articles 1, 2 and 6. Article 3 of the Declaration describes the primary responsibility of States for the creation of national and international conditions favourable to the realization of the right to development, while paragraph 3 of the same article imposes a duty of cooperation in ensuring development and in eliminating the obstacles to development.
We urge the speedy conclusion of the Doha round, to which we are committed, anda remodelling of the international financial architecture to promote international conditions favourable to the sustained growth of the developing countries and to the elimination of poverty.
