After the signing of the Kampala Dialogue Declarations and Communiqué, my Special Envoy consistently engaged regional leaders, urging swift implementation of the parties' commitments, starting with the passing of an amnesty law in the Democratic Republic of the Congo.
On 2 December, President Kabila travelled to Kampala to meet with President Museveni with a twofold objective: first,to agree on how to conclude the Kampala Dialogue in a mutually acceptable manner and second, to ease bilateral tensions triggered by inflammatory and accusatory statements issued by both Governments following the failed signing ceremony of 11 November.
Progress in the Kampala Dialogue between the Government of the Democratic Republic of the Congo and M23 was limited during the reporting period. On 12 July, the Minister of Defence of Uganda and Facilitator of the talks, Dr. Crispus Kiyonga, submitted the second version of a draft agreement based on inputs from both parties.
Today the Government of the Democratic Republic of the Congo andM23 have respectively signed declarations reflecting the consensus reached during the Kampala Dialogue on steps necessary to end the armed activities of M23 and on measures necessary for the realization of long-term stability, reconciliation and development in eastern Democratic Republic of the Congo.
On 12 December, the Kampala dialogue between the Government of the Democratic Republic of the Congo and the leadership of the M23 movement was concluded through the signing of declarations by the parties in Nairobi and by a final communiqué by Mr. Museveni and the President of Malawi, Joyce Banda, in their capacity as Chairs of the International Conference on the Great Lakes Region and the Southern African Development Community.
They welcomed the end of the rebellion by the 23 March Movement(M23) andthe signing in Nairobi by M23 and the Government of the Democratic Republic of the Congo of the documents concluding the Kampala Dialogue, facilitated by Uganda as Chair of the International Conference on the Great Lakes Region(ICGLR), and stressed the importance of ensuring that all provisions of the signed documents are implemented swiftly and in good faith.
