Mr. Krokhmal(Ukraine) said that although there had been strong growth rates in the world economy since the autumn of 1998, many transition economies remained highly vulnerable.
Mr. Krokhmal(Ukraine) said that his Government had ratified the two Protocols to the Geneva Conventions of 1949, relating to the protection of victims of armed conflicts.
Mr. KROKHMAL(Ukraine) said that his delegation wished to emphasize that the Security Council was not the sole body responsible for the maintenance of international peace and security.
Mr. Krokhmal(Ukraine) said that the privileges and immunities of diplomatic and consular missions and their staff were intended not for personal benefit but to ensure the unhindered exercise of their functions.
Mr. KROKHMAL(Ukraine) said his delegation unconditionally supported article 20 as a whole, with a preference for option 1 for paragraph 1(c), with the wording in brackets included, though it could perhaps be redrafted in positive terms.
Mr. KROKHMAL(Ukraine) noted that the draft resolution submitted jointly by the delegations of Belarus, Kazakhstan and Ukraine on the question of equitable geographical distribution(A/CONF.183/C.1/L.57) had not been reflected in paragraph 28 of chapter III of the draft report.
Mr. Krokhmal(Ukraine) said that the 1998 adoption of the Rome Statute represented the most important development in the field of international law since the adoption of the Charter of the United Nations. It was a major building block of the future system of international security for the twenty-first century.
Mr. Krokhmal(Ukraine), speaking on behalf of Ukraine and the Republic of Moldova, said that organized crime and drug trafficking were among the most dangerous challenges in the modern world: they did not recognize national borders and were a threat to international security.
Mr. Krokhmal(Ukraine) noted that, since its establishment in 1955, the Scientific Committee had successfully conducted a broad review of substantial problems in the field of radiation and had played an important role in informing Member States about its effects and impact on humans and the environment.
Mr. Krokhmal(Ukraine) said that the Special Committee, as a subsidiary organ of the General Assembly, had the important mission of cooperating in the reform of the United Nations; therefore, the ongoing efforts to improve its functioning and working methods should take account of that mission.
Mr. Krokhmal(Ukraine) commended the brevity and precision of section II A, paragraph 6, and welcomed the inclusion in it of the proposals submitted jointly by the delegations of Belarus, the Russian Federation and Ukraine, the purpose of which was to draw attention to the consequences of the Chernobyl accident which was directly related to the application of the Treaty.
Mr. Krokhmal(Ukraine) welcomed the adoption of the UNCITRAL Legislative Guide on Privately Financed Infrastructure Projects, which would undoubtedly become a useful instrument for the creation of a legal framework conducive to increasing private investments, in particular in the developing countries and countries with economies in transition, and for better protecting the interests of recipient Governments and users of the infrastructure facilities.
