Larger missions operate a scheduled service between main mission locations;

It is recalled that, in its report on the estimates in respect of special political missions, good offices and other political initiatives authorized by the General Assembly and/or the Security Council, the Advisory Committee on Administrative and Budgetary Questions recommended,inter alia, that larger missions should be treated in a manner that would be more suitable to their size and complexity A/59/569/Add.1, paras.
The managers, particularly at the larger missions, had also indicated that resident investigators would be extremely useful since they could better address and provide advice to managers on a myriad of issues at the earliest possible juncture.

Similar support has been established on an intermediate basis whereby larger missions with conduct and discipline teams(UNMIL, UNMISS, MONUSCO and UNAMID) are supporting smaller, regionally connected missions which do not have a dedicated capacity.
Table 4.3 depicts the total number of staff in DPKO and elsewhere in the Secretariat dedicated,full-time, to supporting the larger missions, along with their annual mission budgets and authorized staffing levels.
Dedicated resident investigators at the larger missions would, in many ways, better address the needs of the missions without compromising either the investigation of significant cases at the other missions or the smaller, but often potentially serious, cases at the larger missions.
Furthermore, the Committee regrets that the full documentation packages, including supplementary information, for a number of peacekeeping missions, including,in particular, some of the larger missions, were either submitted late in the Committee's session or were not submitted at all during the session.
Thus, a mixture of regional andresident investigators at the larger missions would better address the needs of the missions without compromising the investigation of significant cases at the other missions or the smaller, but potentially serious, cases at larger missions. .
The Committee therefore recommends that, starting with the next budget cycle, more systematic and thorough performance information be provided,in particular for the larger missions such as UNAMA and UNAMI, which together account for nearly 67 per cent of requirements for special political missions for 2010.
The consolidation of support would also enable the Observer Groups to rely on larger missions rather than UNTSO in Jerusalem to provide and service equipment(i.e. vehicles, generators and information technology), and overall logistical and administrative support consistent with UNIFIL and UNDOF operational requirements for the Observers.
In addition, the Advisory Committee recalls its previous recommendations that thought should be given to reorganizing the report in order to present the missions or offices in clusters, on the basis of thematic or regional considerations,as appropriate, and that larger missions should be treated in a manner that would be more suitable to their size and complexity see A/59/569/Add.1, paras. 6-7.
As the responsibilities for the position of Environmental Officer and Focal Point have grown,in particular in larger missions, meeting the requirements set by the environmental policy or implementing best practices in this area remain a challenge for the Department of Peacekeeping Operations and the Department of Field Support given the limited capacity available in Headquarters and in field missions. .

As of 2003, every mission has an identified focal point, and training units are planned for or exist in larger missions, such as the United Nations Assistance Mission in Afghanistan(UNAMA), the United Nations Interim Administration Mission in Kosovo(UNMIK) and UNMEE.
