The Marrakesh Ministerial Declaration was presented by the Executive Secretary to the second session of the preparatory committee for the WSSD held in New York from 28 January to 8 February 2002.

In the Marrakesh Ministerial Declaration, adopted at the session, the Conference of the Parties noted that the decisions adopted, constituting the Marrakesh Accords, paved the way for the timely entry into force of the Protocol.168.
He proposed four specific issues that could be examined by the experts during the Meeting:The first related to the lack of tangible benefits flowing from the Marrakesh Ministerial Declaration on least developed countries(LDCs) and net food-importing developing countries(NFIDCs), especially in the light of the declining level of food aid available to those countries in recent years.
The Marrakesh Ministerial Declaration emphasized that climate change and its adverse impacts have to be addressed through cooperation at all levels, and welcomed the efforts of all Parties to implement the Framework Convention.
To this end, expeditious and full implementation of the Marrakesh Ministerial Declaration and decisions in favour of LDCs would have a significant positive impact on the trading opportunities of Ethiopia.
The Marrakesh Ministerial Declaration adopted at Marrakesh, Morocco, in November 2001 at the seventh session of the Conference of the Parties to the Convention119 stated that the Parties remained deeply concerned that all countries, particularly developing countries, including the least developed countries and small island States, face increased risk of negative impacts of climate change.
The Board also acknowledged that, with regard to the full andeffective implementation of the Marrakesh Ministerial Declaration and the Special and Differential Treatment Measures in favour of the least developed countries, contained in the Uruguay Round Agreements, further enhancement of market access for the least developed country exports and support for their efforts at capacity-building were essential if they were to become integrated into the world economy.
This was recognized in the Doha Ministerial Declaration and the Preamble to the Marrakesh Agreement Establishing the WTO.
Another result of the Marrakesh conference had been the ministerial declaration looking forward to the Johannesburg Summit, an event which forged new links between climate change and other areas relating to the battle against poverty and for sustainable development.
On the other hand, greater focus of non-reciprocal trade preferences on LDCs and other structurally weak andvulnerable economies may aim to further strengthen such preferences in the spirit of the Marrakesh Ministerial Decision on Measures in Favour of LDCs and the Singapore Ministerial Declaration.
He pointed out that the recent UNECE Ministerial Declaration on the World Summit for Sustainable Development and the results of the UNFCCC Conference of Parties(COP7) in Marrakesh(Morocco) both showed the importance of sustainable energy development in the UNECE region.
Bearing in mind the Rome Declaration on World Food Security, the World Food Summit Plan of Action and the Declaration of the World Food Summit,adopted on 13 June 2002, the Declaration of the World Summit on Food Security, adopted on 16 November 2009, and the Marrakesh Ministerial Decision on Measures Concerning the Possible Negative Effects of the Reform Programme on Least Developed and Net Food-importing Countries, adopted on 15 April 1994.
Bearing in mind the Rome Declaration on World Food Security, the World Food Summit Plan of Action and the Declaration of the World Food Summit,adopted on 13 June 2002, the Declaration of the World Summit on Food Security, adopted on 16 November 2009, and the Marrakesh Ministerial Decision on Measures Concerning the Possible Negative Effects of the Reform Programme on Least Developed and Net Food-importing Countries, adopted on 15 April 1994.
The adoption of the Marrakesh Accords, together with the Johannesburg Plan of Implementation and the Delhi Ministerial Declaration on Climate Change and Sustainable Development, should greatly help the Kyoto Protocol to fulfil its major task of securing a 5 per cent cut in greenhouse gas emissions by developed countries over the next decade.
It had formed the foundation for important steps taken over the past five years,including the elaboration of the Kyoto rule book in the Marrakesh Accords; the enhanced focus on adaptation, technology transfer and sustainable development encapsulated in the Delhi Ministerial Declaration on Climate Change and Sustainable Development; the Buenos Aires programme of work on adaptation and response measures; and the seminar of governmental experts.
In this regard, the provisions of the Marrakesh Declaration and the Ministerial decisions were recalled.
