Article 19, paragraph 3(a),allows restrictions which are provided by law and necessary for respect of the rights or reputation of others.
This right can only be limited when"provided by law" and when"necessary… for respect of the rights or reputations of others" or"for the protection of national security or of public order ordre public.
The Committee recalls that article 19, paragraph 3, permits restrictions on freedom of expression,if they are provided by law and necessary for respect of the rights or reputations of others.
