Increase only or for the time being only in the non-permanent category.
It is the non-permanent category that best reflects the democratic principle and is therefore the one that needs to be enhanced.

Furthermore, Member States may wish to add a provision that would prevent countries from presenting candidatures for both the new category and the traditional non-permanent category at the same time or within short intervals.
If there is no agreement on other categories of membership, Slovakia is ready, at this stage, to support expanding only the non-permanent category.
That proposal, which is being circulatedin this Hall today, provides for an increase of five members, all of them in the non-permanent category.
