Other countries have taken remedial actions to prevent overfishing and rebuild overfished stocks(United States, Magnuson-Stevens Fishery Conservation and Management Act), including stock assessment(Kuwait), the strengthening of monitoring, control and surveillance in EEZs, control of landings, establishment of marine reserves, temporary prohibition of fishing for some species, management of fishing capacity, establishment of closed seasons and areas, gear restrictions(Morocco) and imposition of penalties for violations of fishing regulations Saudi Arabia.
Ocean conservation and the sustainable use of oceans continue to require effective strategies andmanagement to combat the adverse effects of overfished stocks, increasing ocean acidification and coastal eutrophication.
This situation reinforces the need for countries fishing on the high seas to cooperate, either directly or through regional fisheries bodies, to employ effective measures to sustainably manage fisheries andto conserve stocks already overfished.
This is particularly important given the costs involved in developing capacity to fish for high seas stocks andrealistic expectations of actual harvests of often overfished stocks, even where allocation mechanisms make proper provision for developing State access to resources.
