We would like to urge the Greek Cypriot side to abandon this policy of escalation and tension in the island as it only serves to deepen further the existing mistrust between the two peoples in Cyprus and hurts chances for a negotiated settlement.
It is regrettable that the Greek Cypriot side is still pursuing a campaign of misinformation on the Cyprus question,paralleled by a reckless policy of escalation and militarization.
It is imperative that all interested parties impress upon the Greek Cypriot side the need to desist from its reckless policy of escalation and concentrate its efforts towards the finding of a settlement on the basis of bi-communality, bi-zonality and political equality.

The Greek Cypriot side's policy of escalation and tension on the island, coupled with its blatant attempts to undermine the parameters established by the United Nations for a peaceful settlement in Cyprus by using the European Union aspect, are signs that we have entered a critical phase of the Cyprus question.
If the Greek Cypriot side is genuinely interested in an amicable and lasting settlement it should desist from perpetuating the myth that it is the sole sovereign authority on the island,abandon its policy of escalation and tension, and begin taking steps in the direction of establishing trust and confidence in the island without any delay.
The policy of escalation pursued by the Greek Cypriot administration, as well as its ongoing campaign of misinformation against the Turkish Republic of Northern Cyprus, demonstrate that the Greek Cypriot side is far from coming to terms with the current reality in the island, i.e., the existence of two peoples and their respective states.
The present Greek Cypriot charges are undoubtedly designed to divert attention from the other side's provocative policy of escalation and tension in the island, particularly in the wake of the signing, on 4 January 1997, of an agreement to purchase the sophisticated S-300 missile system from the Russian Federation.
As regards the Greek Cypriot representative 's reference to the so-called" demilitarization proposal" of the Greek Cypriot leader, Mr. Glafkos Clerides,I wish to point out that it constitutes a blatant contradiction in terms for the Greek Cypriot administration to pursue an intensive campaign of militarization in line with its policy of escalation while paying lip-service to demilitarization.
I trust that third parties who wish to contribute to the efforts for the finding of a peaceful solution to the Cyprus question,will see to it that the Greek Cypriot side abandons this policy of escalation and tension, which threatens the peace and stability in our region, and takes the necessary steps in the direction of establishing trust and confidence in the island.
While strongly protesting the policy of escalation pursued by the Greek Cypriot administration as well as its campaign of misinformation against the Turkish Republic of Northern Cyprus and Turkey, I would like to express the hope that the international community would urge the Greek Cypriot administration to come to terms with the reality that there are two States in Cyprus and to work towards attaining a new partnership by building bridges of trust and cooperation between them.
Upon instructions from my Government, I have the honour to refer to the letters dated 12 and 20 November 1997 addressed to you by the Greek Cypriot representative at the United Nations,which contain allegations aimed at providing a smokescreen for the Greek Cypriot administration's ongoing policy of escalation and tension in the island A/52/684-S/1997/897 and A/52/692-S/1997/915, respectively.
In view of the foregoing,all parties interested in a peaceful settlement of the Cyprus dispute should counsel the Greek Cypriot side to desist from its reckless policy of escalation and tension in the island and duly reconsider our proposals for a settlement, since under the present circumstances confederation is the only framework which can preserve the internal and external balances over Cyprus and as such foster and sustain a new partnership settlement between the two sides.
