On 3 November, President Sanha appointed Amine Saad as Prosecutor General of Guinea-Bissau, to succeed Luís Manuel Cabral.
The national conference process was subsequently launched on 19 August 2010 at a ceremony chaired by President Sanha and attended by my Special Representative.

The report claimed that certain parliamentarians from the ruling African Party for the Independence of Guinea and Cape Verde(PAIGC) had posed a risk to internal stability andwarned that internal divisions within PAIGC could poison relations between the Prime Minister, Carlos Gomes Júnior, and President Sanha.
The divergence of views between President Sanha and Prime Minister Gomes Júnior on the case of Rear Admiral Bubo Na Tchuto had a negative impact on the political environment.
In Brazil, President Sanha received pledges of technical military assistance and in Cuba, he discussed the strengthening of bilateral ties between Guinea-Bissau and Cuba.
As a result, Libyan officials committed to provide support for the equipment and training of the armed forces of Guinea-Bissau.On 6 May, President Sanha dispatched his spokesperson to Portugal, and he himself travelled to Cape Verde and Senegal on 9 and 13 May, respectively, to seek support for ongoing reforms in the country. On 14 May, the Minister for Foreign Affairs of Portugal travelled to Bissau for consultations with President Sanha. .

In his New Year's address to the nation, President Sanha called for change and a move away from the negative culture of machismo and mistrust to a culture of peace, knowledge, work and development.
President Sanha dispatched his diplomatic adviser and the Deputy Chief of General Staff to Tripoli, on 24 and 25 April, for consultations with Libyan officials at the invitation of President Qaddafi.
During its stay in Bissau, the mission met with interim President Sanha, Prime Minister Fadul, General Mane, representatives of the diplomatic community and of civil society and political parties, as well as with heads of United Nations organizations operating in Guinea-Bissau.
President Sanha commended the Government for its efforts to fight corruption, drug trafficking and organized crime, and enumerated the indications of progress made with regard to security sector, public administration and fiscal reforms.
During a meeting of the Council of Defence and Security,held on 9 July and chaired by President Sanha, the military leadership reiterated its commitment to the reform of the defence and security sectors, and pledged to abide by its constitutional duties to remain subordinate to the civilian authorities and to fight relentlessly the scourge of drug trafficking within the ranks of the military.
On 1 October, President Sanha made public the letter he had addressed to the Chairman of ECOWAS on 20 September 2010 requesting support and assistance in the implementation of defence and security sector reforms in Guinea-Bissau.
Following his election, President Sanha issued a decree on 23 September 2009 confirming the appointment of Navy Captain Zamora Induta as Chief of General Staff of the Armed Forces.
At the swearing-in ceremony, President Sanha stressed that the new military leadership needed to continue the process of building a modern and disciplined force that would be true to its republican ideals and be subordinate to the civilian authorities.
In his inauguration speech on 8 September, President Sanha expressed the wish to open a new chapter in the political life of the country on the basis of dialogue, stability and social justice, in which the rule of law and the sanctity of human life would be respected to the fullest.
Finally, they requested President Sanha to write to the Chairman of ECOWAS to specify the nature and scope of assistance required by Guinea-Bissau to protect its institutions and to help accelerate the implementation of the security sector reform programme.
I am encouraged that President Sanha has entered into a wide-ranging dialogue with national stakeholders to resolve this crisis, and I urge him to deepen this dialogue and use all available institutional and constitutional instruments to that end.
In order to address these concerns, President Sanha embarked on a series of diplomatic initiatives to ensure continued engagement by the international community in Guinea-Bissau. On 8 April, he travelled to Angola for consultations with President José Eduardo dos Santos on military training assistance, among other issues.
Immediately thereafter, President Sanha convened a meeting with representatives of all State institutions, including the Prime Minister, to reiterate the need for enhanced collaboration between the defence and security institutions, and for them to demonstrate, through their behaviour, respect for democratic principles and civic values.
During its three-day visit, the delegation met with President Sanha, the Speaker of the National Assembly, the Prime Minister and key members of the Government, as well as representatives of civil society organizations, the international community, the United Nations country team, ECOWAS, the African Development Bank, the International Monetary Fund(IMF) and the World Bank.
The next day, President Sanha signed a decree dismissing Vice Admiral José Zamora Induta as Chief of General Staff and appointing Major General Indjai, who was subsequently promoted to the rank of Lieutenant General. On 26 June, the ruling African Party for the Independence of Guinea and Cape Verde(PAIGC) praised the efforts of both the President and the Prime Minister to find a solution to the crisis affecting the country since 1 April.
During his visit, Mr. Menkerios held extensive consultations with President Sanha, Prime Minister Carlos Gomes Júnior and other national stakeholders, the United Nations country team and other international partners on international support to national efforts aimed at ensuring political stabilization, peace consolidation, implementing public administration and security sector reforms, and completing the national investigations into the political assassinations of March and June 2009.
