The Convention on the Prohibition of Development, Production and Stockpiling of Bacteriological(Biological) and Toxin Weapons and on their Destruction was signed by Romania on 10 April 1972 and ratified on 25 July 1979.
Law on the Prohibition of the Chemical Weapons and Control over Toxic Chemicals and Their Precursors(adopted in 2000, amended in 2002)- provides regulations for the prohibition of development, production, stockpiling and use of chemical weapons as well as the conditions for performing activities with chemical substances and their precursors, which are subject to international control.
Further laws relevant for the prohibition of development, acquisition, productrion, possession, the transport, transfer or use of nuclear, chemical or biological weapons and their means of delivery are the Foreign Trade and Payments Ordinance of 18 December 1986, as well as the directly applicable Council Regulation(EC) No 1334/2000 of 22 June 2000 setting up a Community regime for the control of exports of dual-use items and technology.
The Arab States call on the 2010 Review Conference to adopt a decision on the prohibition of development and production of new nuclear weapons as a preliminary step towards a world free of nuclear weapons.
Royal Decree No. 1782/2004 of 30 July 2004, approving the regulations for the control of external trade in defence materials, other materials and dual-use items and technologies, makes subject to control within its scope only the import of all materials that constituteweapons of war or are listed in the Convention on the Prohibition of Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction of 13 January 1993.

A nuclear-weapon-free zone should provide for the effective prohibition of development, control over or possession of any nuclear explosive device for any purpose by States parties, and should provide for States parties not to allow the stationing in the zone of application of any nuclear explosive device.
This Conference has an urgent task to alleviate the concerns of non-nuclear-weapon States over the development of new nuclear weapons andshould consider a decision on prohibition of development and production of any new nuclear weapons, particularly mini-nukes as well as a ban on construction of any new facility for the development and production of nuclear weapons.

The"Inter-ministerial Commission for the application of the provisions of the International Convention on the Prohibition of Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction", created by Decree No. 2.074 of November 14, 1996, is responsible for the implementation of the obligations derived from the CWC and the surveillance of all activities related to the Convention.
