The Committee recommends that the State party adopt a comprehensive legal framework in line with international standards for refugees and asylum seekers, and develop an efficient and well-founded cooperation mechanism with the Office of the United Nations High Commissioner for Refugees to identify and provide assistance to children in need of protection,especially unaccompanied refugee and asylum-seeking children.

It also regrets the lack of adequate measures taken to identify children who could benefit from those programmes,such as children recruited and/or used by non-State armed groups from a neighbouring State in border areas and refugee and asylum-seeking children who may have been recruited and/or used in hostilities abroad.
The Committee regrets the lack of data and statistics on many areas covered under the Optional Protocol, in particular the number of persons under the age of 18 voluntarily recruited into the armed forces of the State party,the number of children enrolled in military schools and refugee and asylum-seeking children who have been or may have been involved in armed conflict.
Such groups include girls, children living in poverty, children with disabilities, children belonging to indigenous or minority groups, children from migrant families, children without parental care, children living in institutions,children living with their mothers in prisons, refugee and asylum-seeking children, children infected with or affected by HIV/AIDS, and children of alcohol- or drug-addicted parents.
