The Code includes provisions relating to capacity-building,whereby signatories undertake to cooperate in the repression of piracy and armed robbery and to share information via national focal pointsand information centres.
In order to strengthen cooperation among States in the repression of piracy and armed robbery against ships in the Western Indian Ocean, the Gulf of Aden and the Red Sea, a draft MOU was developed during a two-stage subregional meeting, held in the United Republic of Tanzania in April 2008, under the auspices of IMO MSC 84/24, paras.

Recalls the adoption on 29 January 2009 of the Code of Conduct concerning the Repression of Piracy and Armed Robbery against Ships in the Western Indian Ocean and the Gulf of Aden(Djibouti Code of Conduct) under the auspices of the International Maritime Organization, the establishment of the International Maritime Organization Djibouti Code Trust Fund, a multi-donor trust fund initiated by Japan, and the ongoing activities for the implementation of the Code of Conduct;
Some delegations welcomed the draft memorandum of understanding concerning the repression of piracy and armed robbery against ships in the Western Indian Ocean, Gulf of Aden and Red Sea, which, it was hoped, would be finalized at a high-level meeting organized under the auspices of IMO.
