Accordingly, as of 14 May 2003, the following contractors have submitted to the Secretary-General of the Authority additional data and information with respect to their annual reports for the year 2001 for evaluation by the Commission at its meeting during the ninth session of the Authority: Deep Ocean Resources Development Ltd.(DORD), Interoceanmetal Joint Organization(IOM),Government of the Republic of Korea, and China Ocean Mineral Resources Research and Development Association COMRA.

China Ocean Mineral Resources Research and Development Association(COMRA) submitted to the Secretary-General on 10 June 2003 its annual report covering its programme of activities in the exploration area for the year 2002, in both hard-copy and electronic format.
The ocean data management standards and system of the China Ocean Mineral Resources Research and Development Association established the ocean data centre in 2013.
The China Ocean Mineral Resources Research and Development Association(COMRA) submitted its annual report both in hard copyand electronic format on 27 March 2007.

Under that understanding the registered pioneer investor,the China Ocean Mineral Resources Research and Development Association(COMRA), on the basis of the available data collected by China in the area reserved for the Authority, shall provide free of cost to the Preparatory Commission.
At the seventeenth session, the Council approved applications by Nauru Ocean Resources Inc.(NORI), Tonga Offshore Mining Limited(TOML),China Ocean Mineral Resources Research and Development Association(COMRA) and the Government of the Russian Federation.
The registered pioneer investor, the China Ocean Mineral Resources Research and Development Association(COMRA), agreed to undertake a programme of exploration, in accordance with the provisions of paragraph 12(a)(i) of resolution II, of one mine site for the Enterprise in the area designated as the reserved area for the conduct of activities by the Authority.
LOS/PCN/113 Receipt of application from the Government of the People's Republic of China for registration of the China Ocean Mineral Resources Research and Development Association(COMRA) as a pioneer investor under resolution II of the Third United Nations Conference on the Law of the Sea.
Noting that, on 27 July 2012, the China Ocean Mineral Resources Research and Development Association(COMRA) submitted to the Secretary-General an application for approval of a plan of work for exploration for cobalt-rich ferromanganese crusts in the Area, in accordance with the Regulations on Prospecting and Exploration for Cobalt-rich Ferromanganese Crusts in the Area.
It is recalled that, in 2013, the Authority had invited its members to nominate candidates for training opportunities to be provided by Tonga Offshore Mining Limited(TOML),the China Ocean Mineral Resources Research and Development Association(COMRA) and the Federal Institute for Geosciencesand Natural of the Federal Republic of Germany.
The contractors are: China Ocean Mineral Resources Research and Development Association( COMRA)( China), Deep Ocean Resources Development Company( DORD)( Japan), Institut français de recherche pour l'exploitation de la mer/ l'Association française pour l'étude et la recherche des nodules( IFREMER/ AFERNOD)( France), Interoceanmetal Joint Organization( IOM)( a consortium formed by Bulgaria, Cuba, the Czech Republic, Poland, the Russian Federation and Slovakia), Yuzhmorgeologiya( Russian Federation), Republic of Korea, and India.8.
The applications were submitted on 7 May 2010 by China Ocean Mineral Resources Research and Development Association(COMRA) and on 24 December 2010 by the Government of the Russian Federation.
By paragraphs 2 of LOS/PCN/L.102, annex, LOS/PCN/L.108, annex, and LOS/PCN/L.115/Rev.1, annex, the same obligation as had been agreed upon with respect to the first group of registered pioneer investors, with the exception of the number of individuals to be trained, which it was agreed"shall consist of no less than four individuals",applies to the China Ocean Mineral Resources Research and Development Association(COMRA), the Interoceanmetal Joint Organization(IOM)and the Government of the Republic of Korea respectively.
Annual reports were received from all the seven contractors, namely, Deep Ocean Resources Development Ltd.(DORD), the Government of the Republic of Korea,China Ocean Mineral Resources Research and Development Association(COMRA), State Enterprise Yuzhmorgeologiya(Russian Federation), Interoceanmetal Joint Organization(IOM), l'Institut français de recherche pour l'exploitation de la mer/l'Association française pour l'étude et la recherche des nodules(IFREMER) and the Government of India.
The contractors are Deep Ocean Resources Development Co. Ltd.(DORD)(Japan), the Federal Institute for Geosciences and Natural Resources(BGR)(Germany), the Government of India, Interoceanmetal Joint Organization(IOM)(Bulgaria, Cuba, Czech Republic, Poland, Russian Federation and Slovakia), the Government of the Republic of Korea,China Ocean Mineral Resources Research and Development Association(COMRA)(China), Institut français de recherche pour l'exploitation de la mer(IFREMER)(France) and Yuzhmorgeologiya Russian Federation.
In its note verbale No.(11) 024 dated 29 December 2011,the Permanent Mission of the People's Republic of China informed the Authority that in 1991 the China Ocean Mineral Resources Research and Development Association(COMRA) had been established by the Government of China as the management organization to manageand supervise China's activities on exploration and development of resources in the international seabed area.
The seven registered pioneer investors are the Government of India; Institut français de recherche pour l'exploitation de la mer(IFREMER)/Association française pour l'étude et la recherche des nodules(AFERNOD)(France); Deep Ocean Resources Development Co. Ltd.(DORD)(Japan); Yuzhmorgeologiya(Russian Federation);China Ocean Mineral Resources Research and Development Association(COMRA)(China); Interoceanmetal Joint Organization(IOM)(Bulgaria, Cuba, Czech Republic, Poland, Russian Federation and Slovakia); and the Government of the Republic of Korea.
Between March 2001 and March 2002, the Authority entered into contracts with all of the former registered pioneer investors, namely,Deep Ocean Resources Development Company(DORD)(Japan); China Ocean Mineral Resources Research and Development Association(COMRA); the Southern Production Association for Marine Geological Operations(Yuzhmorgeologiya)(Russian Federation); the Interoceanmetal Joint Organization(IOM); the French Research Institute for the Exploitation of the Sea(IFREMER); and the Governments of India and the Republic of Korea.
In accordance with paragraph 5 of the understanding on the fulfilment of obligations by the registered pioneer investors and their certifying States(LOS/PCN/L.87, annex, LOS/PCN/L.102, annex, and LOS/PCN/L.108, annex) the certifying States, France on behalf of IFREMER/AFERNOD, India, Japan on behalf of Deep Ocean Resources Development Co., Ltd.(DORD),China on behalf of the China Ocean Mineral Resources Research and Development Association(COMRA) and Poland on behalf of the Interoceanmetal Joint Organization(IOM) submitted periodic reports to the Preparatory Commission.
The Council, on the recommendation of the Legal and Technical Commission, approved two applications for approval of plans of work for exploration for cobalt-rich ferromanganese crusts,submitted by the China Ocean Mineral Resources Research and Development Association(sponsored by China) and the Japan Oil, Gas and Metals National Corporation(sponsored by Japan), and requested the Secretary-General to issue the plans of work in the form of contracts between the Authority and each of the applicants.
Between 2001 and 2010, the Authority concluded eight contracts for exploration for polymetallic nodules with the following qualified applicants: Yuzhmorgeologiya(Russian Federation); the Interoceanmetal Joint Organization(IOM)(Bulgaria, Cuba, Czech Republic, Poland, Russian Federation and Slovakia); the Government of the Republic of Korea;the China Ocean Mineral Resources Research and Development Association(COMRA)(China); Deep Ocean Resources Development Ltd.(DORD)(Japan); IFREMER(France); the Government of India and; the Federal Institute for Geosciences and Natural Resources of Germany(BGR) Germany.
