International actions to reduce seabird incidental mortality arising from fishing.
The Working Group again considered that urgent action is required by CCSBT to address seabird incidental mortality.
Micol(France) presented the French data on seabird incidental mortality and supporting papers CCAMLR-XXIV/BG/22, BG/23, BG/24, BG/26 and BG/28.
The ACAP SBWG identified the following four research priorities to reduce seabird incidental mortality in trawl fisheries.
The achievements of CCAMLR in reducing seabird incidental mortality in demersal longline and trawl fisheries featured prominently in the report of the Consultation.
The Working Group noted that France was utilising sub-sector closures within Division 58.5.1 as a tool to reduce seabird incidental mortality.
Mr Hay also reported that Australia is presently conducting a study of seabird incidental mortality in its major pelagic finfish trawl fishery.
The Working Group noted that these small deviations from full implementation with streamer line configuration had not led to any observed seabird incidental mortality.
The resulting median and95% confidence intervals for seabird incidental mortality rates(birds/thousand hooks) for the unregulated fishery are shown below.
In addition, the acquisition of data on all variables listed above should be considered in the development of improved data collection protocols for seabird incidental mortality in those areas.
II.157 The areas listed above were assessed in relation to the risk of seabird incidental mortality according to the approach and criteria set out in SC-CAMLR-XXVI/BG/31.
CCAMLR was represented at ACAP's Seabird Bycatch Working Group meeting by theScience Officer(Dr K. Reid) who gave a presentation on the CCAMLR seabird incidental mortality risk assessment approach.
In the context of fisheries management andpotential seasonal closures to reduce seabird incidental mortality in the peak breeding season, the Working Group considered this very useful information.
Hay(Australia) regarding the levels of incidental mortality of Convention Area seabirds within their respective country's EEZs andtheir progress to reduce seabird incidental mortality.
The proportion of hooks observed was 25% in each of the areas andthe total observed seabird incidental mortality was 23 and 105 birds respectively(sum of dead and injured birds) Table 3.
The Working Group welcomed these reports noting that both Members had applied mitigation measures andprocesses that had been used by CCAMLR to significantly reduce seabird incidental mortality in the Convention Area.
A written report was provided by New Zealand(WG-IMAF-09/16)noting the level of seabird incidental mortality within New Zealand's EEZ and its progress to reduce seabird incidental mortality.
The study, which will be completed in mid-2010, is assessing the risks of incidental mortality from different gear types andwill provide advice about how best to mitigate seabird incidental mortality.
The Working Group reviewed the action plan as well as six other papers containing information and analyses on seabird incidental mortality in the French EEZ SC-CAMLRXXVII/10, 12 and BG/8, 10, 11 and 12.
No mention is made of conservation measures relating to seabird incidental mortality in the application and the Working Group has assumed that the research will be conducted in full compliance with Conservation Measure 25-02.
The Working Group commended the industry for its success in developing andtrialling this suite of measures that have reduced seabird incidental mortality in the icefish trawl fishery in Subarea 48.3.
At that meeting, New Zealand tabled a review of measures to reduce seabird incidental mortality in trawl fisheries(AC4 Doc 55, www. acap. aq), with the view to ACAP developing best-practice recommendations for mitigating seabird incidental mortality in trawl fisheries.
The Working Group noted that WCPFC is continuing its risk-assessment process andthis is expected to result in further improvements to its seabird incidental mortality management measures, including those for reducing seabird incidental mortality.
The Working Group expressed serious concern that there would likely be seabird incidental mortality arising from IUU gillnet fishing and recognised that the inability to estimate incidental mortality associated with this fishing activity does not imply that it is lower than would be anticipated had all of the reported IUU vessels deployed longlines paragraph 5.6.
Mr Hay reported on the third year of a trial ofdemersal longlining for toothfish off Macquarie Island, which lies adjacent to the Convention Area, and the seabird incidental mortality mitigation measures used during the trial WG-FSA-07/19.
The Working Group strongly supported closer engagement with ACAP, noting that it would potentially benefit the work of CCAMLR in several ways, including data exchange(e.g. reporting of seabird incidental mortalities outside the Convention Area by CCAMLR Parties which are also ACAP Parties) andencouraging RFMOs adjacent to the Convention Area to reduce seabird incidental mortality in the fisheries they manage.
The proportion of hooks observed was 26% in Subarea 58.6 and 25% in Division 58.5.1,the total observed seabird incidental mortality was 7 and 49 birds respectively(sum of dead and injured birds) WG-IMAF-11/5 Rev. 2, Table 3.
The Working Group agreed that individual vessel seabird limits had been very effective in reducing incidental mortality in other CCAMLR fisheries andencouraged France to develop such limits as part of its action plan to reduce/eliminate seabird incidental mortality in Subarea 58.6 and Division 58.5.1.
ORGANISATION OF THE MEETING AND ADOPTION OF THE AGENDA 2.1 The agenda of the meeting was discussed andit was agreed to add a separate subitem on the review of action plans to eliminate seabird incidental mortality to address France 's progress with its action plan, and to include Conservation Measure 51-01 when evaluating information relating to the implementation of conservation measures with respect to seabird and marine mammal incidental mortality. .
The ACAP representative(Mr Baker) presented a report on ACAP activities in the last year;those of most relevance to ad hoc WG-IMAF are ACAP's outreach efforts with tuna RFMOs to reduce seabird incidental mortality in those fisheries and the second meeting of the ACAP Advisory Committee's Seabird Bycatch Working Group.
