The report on NEPAD by the Secretary-General's Advisory Panel captures the essence of those efforts in its first paragraph.
To date, extrabudgetary resources for the Office of the Special Adviser on Africa had been used to finance the activities of the Secretary-General's Advisory Panel on International Support for NEPAD, which had now completed its work.
The report of the Secretary-General's Advisory Panel on International Support for NEPAD(A/60/85) emphasizes the need to move from rhetoric to action.
Africa's key partner is undoubtedly the United Nations system, through the Secretary-General's Advisory Panel on International Support for NEPAD.
We expect that the Secretary-General's Advisory Panel on International Support for the New Partnership for Africa's Development will address those issues, among other matters.

Following is a briefoverview of that effort, which highlights the observations of the Secretary-General's Advisory Panel on International Support for NEPAD regarding improving the quality and coordination of United Nations system support to NEPAD.

In my previous transmittal letter, I indicated that the Secretary-General's Advisory Panel on International Support for the New Partnership for Africa's Development would submit a supplementary report in 2006.
It has drawn on the report of the Secretary-General's Advisory Panel on International Support for NEPAD entitled"From rhetoric to action: mobilizing international support to unleash Africa's potential" see A/60/85.
It was emphasized, as stated in the recent report of the Secretary-General's Advisory Panel on International Support for NEPAD, that the support of the United Nations system for NEPAD must yield results-based action.
The issuance of the report of the Secretary-General's Advisory Panel on International Support for NEPAD(A/60/85), Jeffrey Sachs's Millennium Project report(A/59/727) and the report of the United Kingdom's Commission for Africa, and the launching of a number of private initiatives, have greatly contributed to framing the problem and drawing attention to Africa's needs in the area of development.
The present report has also benefited from the second report of the Secretary-General's Advisory Panel on International Support for NEPAD, entitled"From commitments to results: moving forward NEPAD implementation" see A/61/138.
My congratulations are also addressed to the Secretary-General's Advisory Panel on International Support for the New Partnership for Africa's Development, whose second report in document A/61/138 is consistent with the concrete realities of Africa.
