It must be noted that the good offices role of the Secretary-General is mandated by the General Assembly.

In addition to the carrying out of inspections, the Secretary-General was mandated to obtain and maintain lists of national experts, equipment, and laboratories which may be used in the conduct of the investigation.
By resolution 1284(1999) the Secretary-General was mandated to appoint, after consultation with and subject to the approval of the Security Council, an Executive Chairman of UNMOVIC.
