The COP is invited, at its first meeting, to accord observer status to the nine NGOs listed in this addendum.

At its 4th plenary meeting, on 4 December, the Conference decided to accord observer status to the intergovernmental organizations listed in document ICCD/COP(2)/12/Add.1, annex I namely the International Center for Agricultural Research in the Dry Areas and the International Plant Genetic Resources Institute.
This culminated in the decision of the General Assembly at its thirty-fifth session to accord observer status to the Consultative Committee, a distinction shared by few international organizations.
In the light of the above, the Conference is invited, at its first plenary meeting to accord observer status to the intergovernmental and non-governmental organizations on the attached list.
Some delegations had felt that such cases demonstrated that it was possiblefor the General Assembly, occasionally, to accord observer status to entities other than States and intergovernmental organizations, because of the contribution they could make to its work.
At the second session, the bureau recommended that the Conference of the Parties accord observer status to the non-governmental organizations that appeared on the list of participants, a recommendation made on the understanding that, in future, the secretariat would comply strictly with rule 17 of the rules of procedure.
The General Assembly has accorded observer status to intergovernmental and non-governmental organizations, organizations representing liberation movements, and other entities.
The decision to accord Palestine the status of non-member observer State would have a profound effect on the Committee's work in 2013.
