The establishment of a transitional government should be the second step.

An all-inclusive transitional Government should be in a position to effectively extend its authority throughout the Democratic Republic of the Congo, following the withdrawal of foreign forces.
Participants agreed that the Transitional Government should maintain contacts with FDLR to ensure the implementation of the declaration and that failure by FDLR to comply by 30 September would have serious consequences, including the imposition of sanctions.
Additionally, the National Transitional Government should urgently implement strict measures that would effectively address corruption, and ensure transparency in the management of public funds and agencies, in order to build the confidence necessary to attract further donor funding for reconstruction.
The Transitional Federal Government should, however, prepare the ground for the post-transitional Government to build upon.
The Transitional Federal Government should establish appropriate mechanisms to communicate with the Somali people on a regular basis.
