The Security Council received a briefing from the Director of the Africa II Division of the Department of Political Affairs, Youssef Mahmoud, on the situation in Guinea-Bissau.
I should like to inform you that it is my intention to appoint Mr. Youssef Mahmoud(Tunisia) as my Special Representative for MINURCAT, from 1 June to 31 December 2010.
The deprivation of liberty of Youssef Mahmoud Chaabane is arbitrary, being in contravention of the provisions of article 14 of the International Covenant on Civil and Political Rights, and falls within category III of the categories applicable to the consideration of the cases submitted to the Working Group.
The Special Representative of the Secretary-General andHead of MINURCAT, Youssef Mahmoud, briefed the Council on the same day on the Secretary-General's last report on the Mission.
On 26 February, Mr. Youssef Mahmoud, Director of the Africa II Division of the Department of Political Affairs, reported to the members of the Council on the recent events which had occurred in Burundi, in particular the talks held from 18 to 21 February between the National Assembly, civil society and the Front pour la démocratie au Burundi(FRODEBU), on the one hand, and the sixth regional summit on the Burundi conflict, held at Kampala on 21 February, on the other.
In conclusion, I wish to express my appreciation to my Executive Representative for Burundi, Youssef Mahmoud, and all BINUB personnel for their work in support of consolidating peace in Burundi.
I also wish to thank Youssef Mahmoud, my current Acting Special Representative, for shepherding the negotiations with the Government of Chad on the future of the Mission.
The names of those killed thus far are Ismail Issa Al-Tilli(26), Mohammed Al-Sheikh(32),Loai Abed Al-Hakeem(24) and Youssef Mahmoud Abu Jalhoum(27), who died of his wounds sustained yesterday, 23 October 2012.
On 19 October 1994, the Justice Council found Youssef Mahmoud Chaabane guilty, in accordance with article 549, paragraph 1, of the Criminal Code, and imposed the death sentence, which was subsequently commuted to life imprisonment with forced labour, in accordance with article 253 of the Criminal Code.
In the consultations of the whole that followed, Council members heard a briefing by the Executive Representative of the Secretary-General for Burundi, Youssef Mahmoud, on the basis of the latest report of the Secretary-General S/2007/682.
A sensitization campaign led by myExecutive Representative for Burundi, Mr. Youssef Mahmoud, helped to familiarize senior Government officials, national non-governmental organizations, the media, civil society and international partners with the mandate and functions of the Office.
Finally, I would like to express my sincere gratitude to all United Nations personnel, who,under the leadership of my Executive Representative for Burundi, Youssef Mahmoud, have continued to work tirelessly for the cause of peace in Burundi.
The case mentioned below was reported to the Working Group on Arbitrary Detention as follows: Youssef Mahmoud Chaabane, a Palestinian born in 1965, a chauffeur, domiciled at the Bourj Barajneh camp in Beirut, was arrested on 5 February 1994 in Beirut, by members of the Syrian intelligence services, and was taken to Beau Rivage, a Syrian intelligence interrogation centre.
On 20 October, the Council was briefed at an open meeting by theSpecial Representative of the Secretary-General and Head of the United Nations Mission in the Central African Republic and Chad(MINURCAT), Youssef Mahmoud, who presented the report of the Secretary-General on MINURCAT S/2010/529.
The source of the case submitted to the Working Group stated that,on 10 July 2009, Mr. Youssef Mahmoud Chaabane(Opinion No. 10/2007, Lebanon) was released following a presidential pardon after more than 15 years in prison.
On 10 December, at a formal meeting, the Council heard a briefing fromthe Executive Representative of the Secretary-General and Head of the United Nations Integrated Office in Burundi(BINUB), Youssef Mahmoud, on the situation in Burundi, on the basis of the report of the Secretary-General S/2009/611.
I have the honour to inform you that your letter dated 3 June 2010 concerning your intention to appoint Mr. Youssef Mahmoud, of Tunisia, as your Special Representative for the Central African Republic and Chad and Head of the United Nations Mission in the Central African Republic and Chad has been brought to the attention of the members of the Security Council.
I would like to express my sincere gratitude to all BINUB personnel, who,under the leadership of my Executive Representative for Burundi, Youssef Mahmoud, have continued to work tirelessly for the cause of peace in Burundi, often under very difficult circumstances.
The Security Council commends the Special Representative of the Secretary General, Mr. Youssef Mahmoud, for his leadership and MINURCAT personnel for their dedication, as well as the commitment of troop contributing countries to the Mission.
On 10 December 2009, introducing the report of the Secretary-General on the United Nations Integrated Office in Burundi(BINUB)(S/2009/611),the Executive Representative of the Secretary-General, Youssef Mahmoud, informed the Council that international assistance was still required in the country, despite its post-conflict progress.
