In the spirit and letter of Articles 15 and 24 of the Charter, my delegation believes that the format and content of the report of the Security Council should be modified and restructured.

Furthermore, in the interest of accountability and the spirit of the Charter, my delegation would like to reiterate its concern about the quality of the annual report of the Council to the General Assembly.

Признавая, что этот механизм обеспечения выполнения принимаемых решений предусмотрен в статье 41 Устава, моя делегация убеждена в том, что санкции являются исключительной мерой, к которой следует прибегать лишь в крайних ситуациях после того, как были исчерпаны все средства мирного воздействия на поведение государств, правительств или иных субъектов.
While recognizing that this enforcement mechanism is provided for in Article 41 of the Charter, my delegation strongly believes that sanctions are an exceptional measure that should be resorted to only in extreme situations, after all peaceful means of influencing the behaviour of the States, Governments or other authorities concerned have been exhausted.

Что касается поправки к статье VI Устава, моя делегация хотела бы выразить сожаление по поводу того, что не удалось достичь договоренности по вопросу о расширении состава Совета управляющих, и мы надеемся на продолжение обсуждения этого вопроса в рамках МАГАТЭ, с тем чтобы найти решение этой проблемы.
With regard to the amendment of article VI of the Statute, my delegation would like to express its regret that it was not possible to agree on an expansion of the Board of Governors and is looking forward to ongoing discussions within the IAEA to find a solution to this problem.

В том что касается процедурных аспектов осуществления соглашений или внесения возможных дополнений к Уставу, моя делегация вновь призывает созвать конференцию по общему рассмотрению его действия, что предусматривает Устав, с тем чтобы все государства- члены, в особенности новые члены, смогли принять участие в возрождении Организации.
With regard to the procedural aspect of implementing arrangements or possible amendments to the Charter, my delegation once again calls for the convening of a general review conference- something for which the Charter makes provision- to enable all Member States, particularly the new ones, to participate in a rebirth of the Organization.
