The SMM visited the Ukrainian-Russian Federation internationalborder crossing point at government-controlled Demyno-Oleksandrivka(182km north-west of Luhansk).
In Zolote(61km north-west of Luhansk) repair work on electrical power lines were interrupted.
The surgeon at the hospital in“LPR”-controlled Slovianoserbsk(28km north-west of Luhansk) confirmed this to the SMM.
The SMM visited the village of Troitske(69km north-west of Luhansk) and spotted that about 20 square metres of the field 300 metres south of the school was freshly burnt.
On 5 December the SMM observed a significant presence of pro-Ukrainian Government forces in government-controlled Novoaidar(58km north-west of Luhansk).
Near government-controlled Orikhove(57km north-west of Luhansk), a railway company carried out regular maintenance and repair on railway tracks.
The SMM followed up on reports of an“LPR” member killed and another one injured in a mine-relatedincident on 1 December near“LPR”-controlled Sokilnyky(38km north-west of Luhansk).
In“LPR”-controlled Dovhe(23km north-west of Luhansk) the SMM followed up on information received from the“head” of the local administration about shelling that had occurred at 07:30hrs on 10 August.
Despite claims that withdrawal of heavy weapons was complete, the SMM observed 17tanks in two concentrations in“LPR”-controlled areas north and north-west of Luhansk city.
The managing director of a coalmine in government-controlled Toshkivka(60km north-west of Luhansk) told the SMM that the coalmine still runs one or two shifts a day(as compared to three shifts before the conflict).
The SMM also observed a new mine hazard sign(dark green metal board reading“Mines” in red Cyrillic letters) on the northern side of the roadapproximately 1km east of“LPR”-controlled Raivka(16km north-west of Luhansk).
In“LPR”-controlled Raivka(16km north-west of Luhansk), the SMM spoke with six residents(five women and one men, aged 50-60) who said the village had come under shelling during the night of 30 August.
On 30 August, the SMM followed up on reports of shelling that had occurred thenight of 29 August in government-controlled Lobacheve(17km north-west of Luhansk) and conducted analysis of 12 fresh craters in two residential areas.
On 7 January, the SMM visited Trokhizbenka(40km north-west of Luhansk, government-controlled) and spoke with members of the public in the village and Ukrainian Armed Forces at a checkpoint on the outskirts.
The SMM phoned a Ukrainian officer at the Joint Centre for Control and Co-ordination(JCCC)in government-controlled Novoaidar(49km north-west of Luhansk) who said that Ukrainian Armed Forces had fired at the UAV.
In government-controlled Staryi Aidar(20km north-west of Luhansk) it heard several explosions, some of which it assessed as mortar rounds(120mm) incoming at a location 5km east of the SMM's position.
The SMM observed that the overall situation in the Luhansk region remained generally calm, but whilst at a location 1 kilometre north of Trokhizbenka(government-controlled,33km north-west of Luhansk) it heard 150 outgoing explosions, at approximately 10-15km south-west of is position.
On 27 September the SMMvisited an IDP transit camp in Svatovo(150km north-west of Luhansk), where a representative of the State Service for Emergency Situations stated that around 5,000 people have passed through the camp since June.
At 10:10 on 2 August, an armed man at a known Ukrainian Armed Forces position wearing military-style clothing with no markings stopped two SMM vehicles in government-controlled areas travelling easton the road from Lopaskyne(government-controlled, 24km north-west of Luhansk) to Lobacheve(government-controlled, 17km north-west of Luhansk).
An armed man at a checkpoint in nearby“LPR”-controlled Molodizhne(63km north-west of Luhansk) said he needed an order from his“superior” to allow the residents to leave Novooleksandrivka.
On 3 May the“Lugansk People's Republic”(“LPR”) member of the checkpoint south of the Trokhizbenka bridge pleaded with the SMM for the reopening of the bridge to civiliansand stressed that all the medical staff of the local hospital in“LPR”-controlled Slovianoserbsk(28km north-west of Luhansk) live on the government-controlled side and cannot cross the bridge to go to work.
In government-controlled Svatove(127km north-west of Luhansk) the SMM was told by the headof Svatove police that two cars stolen in the“LPR”-controlled area had been retrieved in Svatove and waited to be returned to their legitimate owners.
The SMM spoke with two men and eight women(50 to 80 years old)in government-controlled areas of Zolote(60km north-west of Luhansk), who said they had just travelled from“LPR”-controlled areas of Zolote to receive their pensions.
In government-controlled Sievierodonetsk(74km north-west of Luhansk), the head of the education department for Luhansk region told the SMM that 299 schools in government-controlled areas of the region would be open and ready for students to begin on 1 September.
In the Luhansk region the SMM recorded ceasefire violations in the areas of Bakhmutivka, Sievierodonetsk, Muratove and Bobrove(government-controlled, 40,74 and 50 and 56km north-west of Luhansk) and Donetskyi(“Lugansk People's Republic”(“LPR”)-controlled, 50km north-west of Luhansk), involving heavy artillery and SALW.
Two residents in government-controlled Lopaskyne(24km north-west of Luhansk) told the SMM of an incident that allegedly took place on the afternoon of 5 January when 20-30 armed and uniformed persons searched several homes and recorded residents' names, passport details, phone and International Mobile Equipment Identity(IMEI) numbers.
The director of the Luhansk regional social services for families,children and youth in government-controlled Sievierodonetsk(74km north-west of Luhansk) told the SMM of the challenge faced by their services in assisting Internally Displaced Persons(IDPs), many of whom have been traumatized by the conflict and need psychosocial support.
The SMM spoke with aneducation department officer in government-controlled Svatove(127km north-west of Luhansk), who said that the number of internally displaced children registered in schools had decreased by almost 50%(from 300 to 147) since September 2014 as families had returned to their homes closer to Luhansk. .
On 31 July,the SMM saw damage to five houses in government-controlled Toshkivka(60km north-west of Luhansk) which several residents(and the Ukrainian Armed Forces deputy battalion commander in the area) said was caused by shelling during the night of 30-31 July.
