In the case of food or feed imported from a third country.
That is to say they are either new products made by a manufacturer established in the Union or products,whether new or second-hand, imported from a third country.

Such measures can be taken where it is evident that feed orfood originating in the EU, or imported from a third country, is likely to constitute a serious risk to human health, animal health or the environment, and that such a risk cannot be contained satisfactorily by means of measures taken by the Member States.
This is because the current rules allow the possibility for abuse, namely, to mark as honey of European origin honey which contains only a very minimal amount of European honey, and, in fact,contains mostly honey imported from a third country, which may even be of poorer quality.
On receipt of an organic product, imported from a third country, the first consignee shall check the closing of the packaging or container and, in the case of products imported in accordance with Article 33 of Regulation(EC) No 834/2007, shall check that the certificate mentioned in that Article covers the type of product contained in the consignment.
(53a) The accessibility requirements under this Directive should apply to products placed on the Union market after the date of application of the national measures transposing this Directive, including used andsecond-hand products imported from a third country and placed on the Union market after that date.

Organic products shall be imported from a third country in appropriate packaging or containers, closed in a manner preventing substitution of the content and provided with identification of the exporter and with any other marks and numbers serving to identify the lot and with the certificate of control for import from third countries as appropriate.
For products not imported under Article 32 and not imported from a third country which is recognised under paragraph 2 of this Article, the Commission may, in accordance with the procedure referred to in Article 37(2), recognise the control authorities and control bodies, including control authorities and control bodies as referred to in Article 27, competent to carry out controls and issue certificates in third countries for the purpose of paragraph 1, and establish a list of these control authorities and control bodies.
