This Programme should contribute to the SDGs and be consistent and complementary with other EU policies.
Amendment(32b) Given the legal obligation of the European Union to eliminate inequalities and promote equality between men andwomen through all its activities established by Article 8 TFEU, this Programme should contribute to mainstream gender in the Union's policies.
(2 a) The Programme should contribute to the achievement of an overall 3% of the the Union's GDP to be invested in research and development, in line with the EU2020 headline target.

(14 a) Tourism is an important sector of the Union economy and the InvestEU Programme should contribute to strengthening its long-term competitiveness by supporting actions aimed at a shift towards sustainable, innovative and digital tourism.
The Programme should contribute to the implementation of the 2030 Agenda, including by balancing the economic, social and environmental dimensions of sustainable development, providing to that end clear and visible commitment in its MFF regulation, and mainstreaming the Sustainable Development Goals, as requested by the European Parliament resolutions of the 14 March and 30 May 2018 on the 2021-2027 MFF.
(14 a) Tourism is an important sector of the Union economy and the InvestEU Programme should contribute to strengthening its long-term competitiveness by supporting actions aimed at a shift towards sustainable, innovative and digital tourism.
The Programme should contribute to the transition to a circular economy model through financial support targeting a variety of actors(businesses, public authorities and consumers), in particular by applying, developing, and replicating best technology, practices and solutions tailored to specific local, regional or national contexts, including through integrated approaches for the implementation of waste management and prevention plans.
To achieve this, the Programme should contribute to the removal of remaining barriers, and to ensure a regulatory framework that can accommodate new innovative business models.
The Programme should contribute to providing all European households, rural or urban, with very high capacity fixed or wireless connectivity, focusing on those deployments for which a degree of market failure is observed and which can be addressed using low intensity grants.
(7) Activities supported under the Programme should contribute towards the achievement of the Union's objectives and priorities, the monitoring and assessment of progress against those objectives and priorities and for the development of revised or new priorities.
The Programme should contribute to the implementation of the 2030 Agenda, including by balancing the economic, social and environmental dimensions of sustainable development.
Text proposed by the Commission Amendment(28) The Programme should contribute to facilitating transparency and recognition of skills and qualifications, as well as the transfer of credits or units of learning outcomes, to foster quality assurance and to support validation of non-formal and informal learning, skills management and guidance.
The Programme should contribute to promote European common values through sport, good governance and integrity in sport, as well as education, training and skills in and through sport.
(10c) Together with the general objective of digital transformation, the Programme should contribute to ensuring long-term strategic security objectives by building capacities and capabilities in the Union, giving priority to actions that increase the strategic potential and limit dependence on third countries suppliers and products, thereby securing the Union's economic and innovative competitiveness.
The Programme should contribute to promoting common European values through sport, good governance and integrity in sport, sustainability and good environmental practices in sport, as well as education, training and skills in and through sport.
(18) The Euratom Programme should contribute to the attractiveness of the research profession in the Union and help encourage young people to become involved in research in this field.
To achieve this, the Programme should contribute to the removal of remaining barriers, and to ensure a regulatory framework that can accommodate new innovative business models whilst ensuring a high level of social protection.
(3) The Programme should contribute also to EU action against climate change, support environmentally and socially sustainable projects and, where appropriate, climate change mitigation and adaptation actions.
The Programme should contribute to the long-term sustainable preservation of European cultural heritage through support actions for the artisans and craftspeople skilled in the traditional trades related to cultural heritage restoration.
It is important The Programme should contribute to enhance their capacity to participate in policy making for, also through production and dissemination of clear, complete and user-friendly information about products commercialised in the financial sector markets.
Amendment(15a) The Programme should contribute to the engagement and involvement of citizens and civil society organisations in culture and society, to the promotion of cultural education and to making cultural knowledge and heritage publicly accessible.
(8)The InvestEU Programme should contribute to building a sustainable finance system in the Union which supports the re-orientation of private capital towards sustainable investments in accordance with the objectives set out in the Commission Action Plan for Financing Sustainable Growth 13.

(28) The Programme should contribute to facilitating transparency and automatic mutual recognition of skills, competences, qualifications and diplomas, as well as the transfer of credits or other proof of learning outcomes, to foster quality assurance and to support validation of non-formal and informal learning, skills management and guidance.
