The Ministry, assisted by Directorate Air Quality Protection implementes the overall policy in the area, including development of legislative documents, coordination of national programs,setting of emissions limit values of pollutants from stationary sources, implementation of the obligations of our country to the Convention on transboundary air pollution over long distances, the Vienna Convention for the protection of the ozone layer, applying legislation for protection of the ozone layer and reduction of emissions of fluorine-containing greenhouse gases, etc.
Determined to take effective action to control and reduce national annual emissions of nitrogen oxides or their transboundary fluxes by, in particular,the application of appropriate national emission standards to new mobile and major new stationary sources and the retrofitting of existing major stationary sources.
In the years following the Great Smog, increased public andpolitical awareness led to legislation aimed at reducing air pollution from stationary sources such as homes, commerce and industry.
A Party electing to apply the flexible transitional arrangements under this article shall provide the Executive Secretary of the Commission with triennial reports of its progress towards implementation ofbest available techniques and limit values to the stationary sources in the stationary source categories identified pursuant to this article.

Major existing stationary source' means any existing stationary source the thermal input of which is at least 100 MW;
Major new stationary source' means any new stationary source the thermal input of which is at least 50 MW;
(a) The specific stationary source categories listed in annex II for which the Party is electing to apply flexible transitional arrangements, provided that no more than four such categories may be listed;
New stationary source' means any stationary source the construction or substantial modification of which is commenced after the expiration of two years from the date of entry into force of this Protocol;
