The Council to all Contracting Parties.
The depositary shall transmit certified copies to all Contracting Parties.
(a) international standards to all contracting parties within sixty days of adoption;
Membership in the Commission shall be open to all contracting parties.

(b) Every amendment adopted by such a Conference by a two-thirds majority of those present andvoting of the Parties shall be communicated by the Secretary-General of the Organization to all Contracting Parties for their acceptance.
The text of any amendment so recommended shall be communicated by the Secretary General of the Council to all Contracting Parties, to all other signatory or acceding States, to the Secretary General of the United Nations, to the Contracting Parties to the GATT, and to UNESCO.
Any such proposed amendment shall be sent to the Executive Secretary at least ninety days prior to the meeting at which it is proposed to be acted upon andthe Executive Secretary shall immediately transmit the proposal to all Contracting Parties.
The text of any proposed amendment shall be notified to the Customs Co-operation Council which shall communicate it to all Contracting Parties and inform the States referred to in Article 18 which are not Contracting Parties. .
Any proposed amendment shall be notified in writing to the Executive Secretary at least 90 days prior to the meeting at which it is proposed to be considered, andthe Executive Secretary shall promptly transmit the proposal to all Contracting Parties.
Except as provided for under Article 60, any proposed amendment communicated in accordance with the preceding paragraph shall come into force with respect to all Contracting Parties three months after the expiry of a period of twelve months following the date of communication of the proposed amendment during which period no objection to the proposed amendment has been communicated to the Secretary-General of the United Nations by a State which is a Contracting Party. .
Any such proposed amendment shall be sent to the Executive Secretary at least 90 days prior to the meeting at which it is proposed to be acted upon, andthe Executive Secretary shall immediately transmit the proposal to all Contracting Parties.
Except as provided for under Article 60,any proposed amendment communicated in accordance with the preceding paragraph shall come into force with respect to all Contracting Parties three months after the expiry of a period of 12 months following the date of communication of the proposed amendment during which period no objection to the proposed amendment has been communicated to the Secretary-General of the United Nations by a State which is a Contracting Party. .

The text of any amendment recommended to the Contracting Parties by the Management Committee in accordance with Article 6, paragraph 5(a)(i) and(ii)shall be communicated by the Secretary General of the Council to all Contracting Parties and to those Members of the Council that are not Contracting Parties. .

The adoption of a proposed amendment to the Convention by the General Council shall require a three-fourths majority of the votes of all Contracting Parties. The text of any proposed amendments so adopted shall be transmitted by the Depositary to all Contracting Parties.
If there is a consensus vote in favour of the amendment by the Contracting Parties present and voting,it shall be communicated by the Executive Committee to the Secretary-General who shall then circulate the amendment to all Contracting Parties.
The text of any proposed amendment and the reasons for it shall be communicated to the organization or government performing the continuing bureau duties under the Convention(hereinafter referred to as“the Bureau”) andshall promptly be communicated by the Bureau to all Contracting Parties.
