The Serbian Constitution requires that the provisions on rights related to freedom of expression and media reporting be interpreted to the benefit of the promotion of values of a democratic society, pursuant to valid international standards and practice of international institutions, including the European Court of Human Rights(article 18).4 Under the Constitution, freedom of expression may be restricted solely in exceptional cases which are exempted in accordance with the limitations set by international acts.
