The Community Eco-management and Audit Scheme is not exactly the most popular of the environmental issues but, nevertheless, it is a fantastic instrument for making progress in the field of integrating economic activities and the preservation of the environment.
I congratulate Mrs McAvan on her excellent work and declare my support for her report on the voluntary participation by organisations in a Community eco-management and audit scheme(EMAS) by voting in favour of it.

In an effort to supplement the regulatory approach with voluntary, market-policy instruments,the Council adopted a system modelled on the Community system adopted in 1992 for the award of an ecological label aimed at the voluntary introduction by companies of an eco-management and audit scheme.

COMMISSION DECISION of 16 April 1997 on the recognition of certification procedures in accordance with Article 12 of Council Regulation(EEC) No 1836/93 of 29 June 1993,allowing voluntary participation by companies in the industrial sector in a Community eco-management and audit scheme(Text with EEA relevance) 97/264/EC.
EMAS is the EU's voluntary eco-management and audit scheme. EMAS aims to streamlineand constantly improve environmental work at companies and organisations and to pass on reliable messages to the market concerning the results of environmental work, by means of audited and approved environmental reports and other forms of environmental communication in advertising and marketing. Kährs has been registered with EMAS since 1997.
Finally the working plan should outline the services to which the scheme is not applicable, taking into account Regulation(EC) No 761/2001 of the European Parliament and of the Council of 19 March 2001 allowing voluntary participation by organisations in a Community eco-management and audit scheme(EMAS)2.
Should contracting authorities, in the cases referred to in Article 48(2)(f), require the production of certificates drawn up by independent bodies attesting the compliance of the economic operator with certain environmental management standards,they shall refer to the Community Eco-Management and Audit Scheme(EMAS) or to environmental management standards based on the relevant European or international standards certified by bodies conforming to Community law or the relevant European or international standards concerning certification.
