Furthermore, the Conference welcomed the United Nations Office on Drugs and Crime(UNODC) issue paper on abuse of a position of vulnerability and other means within the definition of trafficking in persons andrequested the Secretariat to continue its work on the analysis of key concepts of the Protocol by preparing similar technical papers.
On 27 January,the Working Group considered agenda item 3," Analysis of key concepts of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, supplementing the United Nations Convention against Transnational Organized Crime".
In its resolution 5/2, the Conference, welcoming the efforts undertaken by UNODC to combat trafficking in persons,requested the Secretariat to continue work on the analysis of key concepts of the Protocol and to compile examples of best practices for submission at its sixth session.
Several speakers emphasized the need to continue the analysis of key concepts of the Trafficking in Persons Protocol and welcomed the UNODC issue paper on abuse of a position of vulnerability and other means within the definition of trafficking in persons.
At its fifth session, in October 2010, the Conference of the Parties to the Organized CrimeConvention requested the Secretariat to continue its work on the analysis of key concepts of the Trafficking in Persons Protocol(CTOC/COP/2010/17, resolution 5/2, para. 10).
The first background paper contained an analysis of key concepts of the Trafficking in Persons Protocol, with a focus on consent(CTOC/COP/WG.4/2013/2). The second background paper addressed good practices and tools for reducing demand for trafficking in persons, including by fostering public-private partnerships(CTOC/COP/WG.4/2013/3).
Conference of the Parties and the Working Group on Trafficking in Persons The Conference of the Parties to the Organized Crime Convention at its fifthsession requested the Secretariat to continue its work on the analysis of key concepts of the Trafficking in Persons Protocol. Furthermore, the Conference of the Parties welcomed the work of the Working Group on Trafficking in Persons, including its recommendations.

At that meeting, the Working Group focused on an analysis of key concepts of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, supplementing the Organized Crime Convention, with a focus on consent; how to reduce demand, including by fostering public-private partnerships and identifying factors that drive trafficking in persons; and forms of exploitation not specifically mentioned in the Trafficking in Persons Protocol but that have arisen in national, regional or international contexts or practice.
The present backgroundpaper does not seek to repeat analyses of key concepts of the Trafficking in Persons Protocol presented in a background paper concerning key forms of exploitation prepared previously by the Secretariat(CTOC/COP/WG.4/2010/2).
The following assessment of key concepts is in the form of a simple content analysis and was carried out on 13 trial countries.
