Like the large majority of States that make up the international community, Spain believes that nuclear-weaponStates have a special responsibility to honour their commitments relating to the maintenance of international peace and security.
With regard to the projected increase of $7.6 million in respect of commitments entered into by the Secretary-General under the provisions of General Assembly resolution 48/229, the Advisory Committee noted that the largest provision of $4.8 million represented commitments relating to the maintenance of peace and security.
In the light of considerations outlined above,the Secretary-General believes that the limit for commitments relating to the maintenance of peace and security that the Secretary-General may enter into in any one year, without the prior concurrence of the Committee, should be raised from $5 million to $10 million.
Decides that, for the biennium 2000-2001, if a decision of the SecurityCouncil results in the need for the Secretary-General to enter into commitments relating to the maintenance of peace and security in an amount exceeding 10 million dollars in respect of the decision, that matter shall be brought to the General Assembly, or, if the Assembly is suspended or not in session, a resumed or special session of the Assembly shall be convened by the Secretary-General to consider the matter.

Under General Assembly resolution 64/246, the Secretary-General may enter into commitments in the biennium 2010-2011 to meet unforeseen andextraordinary expenses relating to the maintenance of peace and security, and such commitments as the President of the International Court of Justice certifies relate to Court expenses.
Of the total of $2.8 million, an amount of $2.5million represents commitments certified by the Secretary-General as relating to the maintenance of peace and security, $200,000 is attributable to commitments certified by the President of the International Court of Justice as relating to unforeseen and extraordinary expenses and $19,900 is attributable to commitments relating to the United Nations share in the financing of interorganizational security measures.
Of the total of $2.8 million, an amount of $2.5million represents commitments certified by the Secretary-General as relating to the maintenance of peace and security, $0.2 million is attributable to commitments certified by the President of the International Court of Justice as relating to unforeseen and extraordinary expenses and $19,900 is attributable to commitments relating to the United Nations share in the financing of interorganizational security measures.
Of the total of $3.0 million, an amount of $2.8million represents commitments certified by the Secretary-General as relating to the maintenance of peace and security, $0.1 million is attributable to commitments certified by the President of the International Court of Justice as relating to unforeseen and extraordinary expenses and $46,500 is attributable to commitments relating to the United Nations share in the financing of interorganizational security measures.
