World Summit on the Information Society(WSIS) Declaration of Principles and Plan of Action, 2003.
Assisting developing countries in the preparation and implementation of national action plans to support the fulfillment of the goals indicated in the WSIS Declaration of Principles and Plan of Action;
Based on the above, we whole-heartedly call upon the Declaration of Principles and Plan of Action of the World Summit on the Information Society to contemplate the following.
The UNCTAD secretariat participated fully in all preparatory meetings for the WSIS and formulated a number of substantive suggestions for the draft Declaration of Principles and Plan of Action.
Aware of the positive opportunities afforded by the appropriate application of the Declaration of Principles and Plan of Action adopted by the World Summit in supporting the building of an Arab information society.
It was important, on the basis of an analysis of the results of recent joint efforts, to develop decisions adopted by the Heads of State and Government in the Geneva Declaration of Principles and Plan of Action.
To move forward beyond Geneva, the declaration of principles and plan of action called on the Secretary-General to establish a working group on Internet governance and a task force on financial mechanisms to bridge the digital divide.
It encouraged effective participation in the second phase, to be held in Tunis in November 2005, and attached great importance to achieving the objectives set forth in the Declaration of Principles and Plan of Action adopted at the first phase, in Geneva.
The adoption of the Declaration of Principles and Plan of Action on Tourism, Trade and Transportation provides a practical blueprint to foster development and enhance economic integration among all countries of the Caribbean.
This interaction is aimed at assisting developing countries in the implementation of national action plans to support the fulfilment of the goals indicated in the Declaration of Principles and Plan of Action of the World Summit on the Information Society WSIS.
The Declaration of Principles and Plan of Action which were agreed upon at the Association's first summit meeting held three years ago in Port of Spain, Trinidad and Tobago, identified three main sectors of cooperation, namely, trade, tourism and transport.
With the assistance of many Member States,civil society groups and the media, UNESCO managed to ensure an explicit reference to article 19 of the Universal Declaration of Human Rights in the Declaration of Principles and Plan of Action of the World Summit on the Information Society.
It is for this reason that my Government strongly supports the Declaration of Principles and Plan of Action as adopted during the first phase of the World Summit on the Information Society and looks forward to the convening of the second phase in Tunisia in November 2005.
The World Summit on the Information Society, at its second phase in November 2005, adopted the Tunis Commitment and the Tunis Agenda for the Information Society,reaffirming the Geneva Declaration of Principles and Plan of Action to build an inclusive, development-oriented information society.
The Declaration of Principles and Plan of Action adopted at this meeting identified three sectors, tourism, trade and transport, as key areas for the creation of a more viable economic space and the advancement of the integration process in the Caribbean.
In the context of the Information Society and ICT for development, a key concern for all countries, UNECE was in 2003 responsible for coordinating the regional commissions' contribution to preparation of the World Summit on the Information Society(WSIS)' Declaration of Principles and Plan of Action.
In view of the upcoming World Summit on the Information Society in Geneva(1012 December 2003) and the Declaration of Principles and Plan of Action that will result, there will be a need to monitor the progress made towards the goals stated in Geneva(2003) by the next Summit in Tunis(2005) and beyond.
The Tunis Commitment and the action-oriented Tunis Agenda for theInformation Society6 addressed gender perspectives in some sections and expanded on some of the previous commitments made in the Declaration of Principles and Plan of Action adopted by the first phase of the World Summit in Geneva in 2003.
They supported fully the core outputs of the first phase,contained in the Declaration of Principles and Plan of Action and looked forward with interest to the reports of the Working Groupand Task Force mandated by Heads of Government to deliberate on the outstanding issues of Internet governance and financing mechanisms.
The subprogramme will focus on implementing the Tunis Commitment and the Tunis Agenda for the Information Society as a result of the World Summit on the Information Society Declaration of Principles and Plan of Action, including the African Regional Action Plan on the Knowledge Economy.
Having the overall aim of strengthening cooperation in science and technology, the Declaration of Principles and Plan of Action adopted by the Meeting constitute a detailed agenda for addressing regional needs in scientific capacity-building, social development, links with the productive sector, environmental conservation and the use of new information technology.
Mr. Xuan Zengpei, Director, Information, Communication and Space Technology Division(ICSTD), UNESCAP, briefly spoke in his presentation about the outcome of Geneva phase of the World Summit on the Information Society(Declaration of Principles and Plan of Action) and introduced in detail the draft Regional Action Plan Towards an Information Society in Asiaand the Pacific.
The meeting agreed on the structure of the preparatory process for the second phase of the World Summit, in particular on two major issues:the follow-up and implementation of the Geneva Declaration of Principles and Plan of Action by stakeholders at national, regional and international levels, with particular attention to the challenges facing the least developed countries; and Internet governance, with the consideration of the report of the Working Group on Internet Governance and appropriate action.
To promote the application of ICT, especially, such as e-government, e-health, e-education, e-business and e-tourism for sustainable social and economic development and achieving the Millennium Development Goals objectives of the Geneva Declaration of Principles and Plan of Action as well as Asia-Pacific Regional Plan of Action once it is adopted;
It should assist developing countries to participate actively in relevant international discussions on ICT and the knowledge economy and contribute to the implementation of the WSIS Declaration of Principles and Plan of Action in the area of UNCTAD's competence, including as regards key development aspects of issues pending from the first phase of WSIS and in preparation for the second phase scheduled in Tunis in 2005.
To implement the Plan of Action adopted at the first phase of the World Summit on the Information Society, held in Geneva in December 2003, and take action to achieve the objectives of the World Summit as enunciated in the Declaration of Principles and Plan of Action adopted at the first phase,and to prepare for the second phase in 2005, paying special attention to least developed countries, landlocked developing countries, small island developing States and countries with economies in transition;
In order to increase international cooperation in the fight against crime, including drug trafficking,the Caribbean/ United States Summit held in Barbados in May 1997 had adopted the Bridgetown Declaration of Principles and Plan of Action which contained, inter alia, a blueprint for future cooperation and relations between the countries of the Caribbean basin and the United States of America, in collaboration with other bilateral partners and regional and international bodies.
The Summit concluded with the adoption of a Declaration of Principles and a Plan of Action.
The first phase of the WSIS resulted in the adoption of a Declaration of Principles and a Plan of Action.
It adopted the Declaration of Principles and the Action Plan for the Human Environment.
