On 18 September 2000, the Appeals Chamber(Judge Nieto-Navia presiding, Judge Vohrah,Judge Wald, Judge Pocar and Judge Liu) delivered its decision on the merits.
The Fisher-information matrix is used to calculate the covariance matrices associated with maximum-likelihood estimates.It can also be used in the formulation of test statistics, such as the Wald test.
In 2001-2002, Judges Almiro Simões Rodrigues(Portugal), Fouad Abdel-Moneim Riad(Egypt),Patricia Wald(United States of America) and Lal Chand Vohrah(Malaysia), left the Tribunal.
By order of 7 August 2001, the President of the Tribunal transferred the case from Trial Chamber III to Trial Chamber II, comprising Judge David Hunt(Presiding),Judge Florence Mumba and Judge Patricia Wald.
In dismissing the appeal, a majority of the Chamber(Judge Wald dissented on the jurisdictional aspect of the judgement) upheld the impugned decision and confirmed that Vujin is to pay a fine of f. 15,000 to the Registrar of the Tribunal.
