The amendment proposed by Mr Liolios concerning the deletion of point 3.8 was rejected by 25 votes to 19, with 14 abstentions.
The following members intervened in the debate: Messrs Ribbe, Kamieniecki, Sánchez Ansó,Lytras and Liolios, as well as Ms Imperio from the Commission.
Mr LIOLIOS and the RAPPORTEUR opposed the amendment, which was rejected by 67 votes to 50, with 16 abstentions.
The President invited the assembly to approve the appointment of Mr Liolios as rapporteur-general, in accordance with rules 20 and 50 of the Rules of Procedure.
Mr Liolios considered that the opinion should not deal with tobacco production and the question of subsidies and should confine itself to matters relating to the consumption of tobacco.
In view of the urgent nature of the opinion,it is proposed that Mr Liolios be appointed rapporteur-general at the plenary session on 20 and 21 February 2002.
According to Mr Liolios, the opinion should be confined to the health aspects of smoking and should not address the question of tobacco subsidies.
Mr Ribbe, Mr Kirschen, Mr Retureau, Mrs Sánchez Miguel, Mr Ladrille,Mr Liolios and Mr Vamvakas, representing the Commission, took part in the general debate.
Mr Liolios failed to understand why there was a shorter deadline for Mediterranean products(2003 instead of 2006) and felt that there was a discrepancy between the northern and southern countries.
A general debate was then held with interventions being made by Mr Strasser, Mr Jaschick, Mr Ewert, Mr Liolios, Mr Mascia, Mrs Sánchez Miguel, Mrs Davison and Mrs Santiago.
During the point-by-point discussion, Mr Liolios said that he accepted all the amendments except the one relating to point 2.1, which was withdrawn by Mr Nielsen.

Mr LIOLIOS wondered about the problems and difficulties facing certain products from the South of the Community in those areas where the Commission proposals went beyond the 1992 CAP market reform.
A general discussion followed in which the speakers were Mr Strasser, Mr Bastian, Mr Nilsson, Mr Kallio, Mr Kienle, Mr de Paul de Barchifontaine, Mr Sabin, Mr Quevedo Rojo,Mr Nielsen, Mrs Davison, Mr Hausmann, Mr Liolios and Mr Donnelly.
Mr Liolios, vice-president of the Economic and Social Council of Greece, was delighted with the initiative taken by the EESC to organise work on the Lisbon Strategy jointly with the national ESCs.
Owing to the urgent nature of the opinion, the 388th EESC plenary session of 20-21 February 2002(meeting of 20 February 2002)appointed Mr Liolios as rapporteur-general and adopted the opinion by 55 votes to 34 with three abstentions.
Mr Liolios asked the president to provide exact information as to the parts of the point which were to be deleted and to read out the resulting text, since it could call into question the compromise which had been reached.
Given the urgent nature of the work,the European Economic and Social Committee appointed Mr Liolios as rapporteur-general at its 452nd plenary session, held on 24 and 25 March 2009(meeting of 24 March), and adopted the following opinion by 97 votes with 3 abstentions.
Mr LIOLIOS was unhappy at the Council decision to restrict the ESC Opinion to the proposal on the distribution of the Guaranteed Maximum Quantity between Greece and Spain, and took issue with Mr GARDNER's assertion.
When the amendment was being discussed, Mr Liolios had twice sought clarification on the exact content of the amendment to be put to the vote, in order to be sure that the text was in line with the compromise.
