Article 20- Prohibition of any propaganda for war.
Any propaganda for war shall be prohibited by law.
For the purpose of preventing any propaganda for war;
Any propaganda for war, as well as the public expression of opinion intended to injure human dignity, shall be prohibited by law.
The International Covenant on Civil and Political Rights likewise prohibits,in article 20, any propaganda for war.

Mr. Ruud(Norway) said that Norway had maintained its reservation to article 20, paragraph 1, of the Covenant,which stated,"Any propaganda for war shall be prohibited by law", because so vague a prohibition seemed alien to its legal system.
Article 20 of the Covenant states that any propaganda for war and any advocacy of national, racial or religious hatred that constitutes incitement to discrimination, hostility or violence shall be prohibited by law.
This right does not exempt from liability under laws enacted to protect the well-being of the youth or the honour and reputation of individuals, andlaws prohibiting any propaganda for war and any public expression of opinions intended to injure human dignity.
At the same time, Member States should prohibit by law any propaganda for war and any advocacy of national, racial or religious hatred that constitutes incitement to discrimination, hostility or violence.
Finally- and this gives rise to particular concern- the militant calls by the NATO members to step up military action and carry on to a"victorious conclusion" are a flagrant violation of article 20, paragraph 1 of the International Covenant on Civil and Political Rights,which states:"Any propaganda for war shall be prohibited by law.
However, it criminalizes any propaganda for war which increases the risk of war during a crisis or when a crisis is imminent, in other words, the most dangerous forms of war propaganda. .
Finally, the Special Rapporteur notes article 20 of the International Covenant on Civil and Political Rights andarticle 4 of the International Convention on the Elimination of All Forms of Racial Discrimination stating that any propaganda for war or advocacy of national, racial or religious hatred that constitutes incitement to discrimination, hostility or violence is contrary to human rights and shall be prohibited by national law.
Any propaganda for war and any advocacy of national, racial, or religious hatred that constitute incitements to lawless violence or to any other similar action against any person or group of persons on any grounds including those of race, color, religion, language, or national origin shall be considered as offenses punishable by law.
States parties shall promulgate, where they do not exist,specific legislation prohibiting any propaganda for war and any advocacy of national, racial or religious hatred that constitutes incitement to discrimination, hostility or violence.
Paragraph 5 of that article provides that"any propaganda for war and any advocacy of national, racial, or religious hatred that constitute incitements to lawless violence or to any other similar action against any person or group of persons on any grounds including those of race, colour, religion, language, or national origin shall be considered as offenses punishable by law.
In particular, the International Covenant on Civil andPolitical Rights provides that"any propaganda for war" and"any advocacy of national, racial or religious hatred that constitutes incitement to discrimination, hostility or violence shall be prohibited by law.

Under article 20 of the Covenant any form of propaganda for war is prohibited.
Any type of propaganda for war is prohibited in Estonia and is defined as a crime against the State.
