Ms. Arce de Gabay(Peru), speaking on behalf of the Rio Group, said that her group associated itself with the statement of the Group of 77 and China.

At the 14th meeting, on 26 June, María Angelica Arce de Jeannet(Mexico), as Rapporteur, introduced the draft report of the Working Group A/AC.268/2003/CRP.9.
Ms. Arce de Gabay(Peru), speaking on behalf of the Rio Group, said that the Group had always shown a firm commitment to international peace and security by representing a region free of nuclear weapons, promoting disarmament and participating in almost all current peacekeeping operations.
Ms. Arce de Gabay(Peru), speaking on behalf of the Rio Group, associated herself with the statement made by the representative of Morocco on behalf of the Group of 77 and China.
Ms. Arce de Gabay(Peru), speaking on behalf of the Rio Group, said that the Committee should analyse the budgetary aspects of the report once ACABQ had submitted its related report.
Ms. Arce de Jeannet(Mexico) recalled that a formal decision had been taken to elect four Vice-Chairmen and one Rapporteur from the Group of Western European and Other States.
Ms. Arce de Gabay(Peru) said that, while her delegation had voted in favour of the paragraphs, it believed that the political elements they contained would be best dealt with in a different context.
Ms. Arce de Jeannet(Mexico) pointed out that in order to adopt the draft report before the end of the current session, the Committee had already agreed to continue the meeting in English only.
Ms. Arce de Jeannet(Mexico) said that her delegation would like to add a statement to paragraph 23 to reflect, in a factual manner, the discussion held regarding the Draft Programme of Action, as follows.
Ms. Arce de Jeannet(Mexico) said that she supported the statements made by the representatives of Bahrain, Brazil and Cuba and urged the Committee to reach a consensus on a sequential approach.
Mrs. Arce de Jeannet(Mexico)(spoke in Spanish): The delegation of Mexico has the honour of introducing draft resolution A/C.1/55/L.9, entitled"United Nations Disarmament Information Programme.
Ms. Arce de Gabay(Peru), speaking on behalf of the Rio Group, said that the Group shared the view that the reforms which the Secretary-General was currently proposing did not go as far as they had expected.

Ms. Arce de Jeannet(Mexico)(spoke in Spanish): We would like, through you, Mr. Chairman, to thank the Secretariat for preparing the various options for the 2002 substantive session of the Disarmament Commission that you have just conveyed to us.

Mrs. Arce de Jeannet(Mexico)(interpretation from Spanish): The delegation of Mexico is grateful to the Director General of the International Atomic Energy Agency(IAEA), Mr. Mohamed ElBaradei, for his introduction of the Agency's annual report for 1997.
Ms. Arce de Gabay(Peru), speaking on behalf of the Rio Group, said that the programme of work had apportioned the Committee's time quite successfully, giving priority to the consideration of items that carried a deadline.

Ms. Arce de Gabay(Peru) said that her delegation had carefully considered the matter. Without entering into a conceptual debate, it wished to express its support for the initiative of the Secretary-General, since it considered that the matter fell within his purview.
Ms. Arce de Jeannet(Mexico) said that her delegation was willing to accept the President's proposal, and was confident that he would reflect the evolution of the debates and the manner in which the Conference had reached agreement on the Draft Programme of Action.
Mrs. Arce de Jeannet(Mexico)(spoke in Spanish): I have the honour to nominate Mrs. Diane Quarless, the Deputy Permanent Representative of Jamaica to the United Nations, to serve as Chairperson of the Disarmament Commission during the 2001 substantive session.
Mrs. Arce de Jeannet(Mexico)(spoke in Spanish): Allow me to express my delegation's full gratitude to you, Sir, for being so receptive to the various views expressed this morning and especially for your readiness to pursue a further effort to achieve consensus.
Ms. Arce de Gabay(Peru), speaking on behalf of the Rio Group, said that United Nations peacekeeping activities were taking place on several continents, with thousands of military, police and civilian personnel carrying out their functions in different societies.
