The Chairman(interpretation from French):I would like to warmly congratulate Ambassadors Arystanbekova and González and Mr. Laptsenak on their election to the post of Vice-Chairman of the First Committee.
Ms. Arystanbekova(Kazakhstan) said that improving the status of women and mainstreaming them were among the most important aspects of social development.

Ms. Arystanbekova(Kazakhstan), introducing draft resolution A/C.2/53/L.34, said that the Islamic Republic of Iran should be added to the list of sponsors.
The Committee elected by acclamation H.E. Mr. Akmaral Kh. Arystanbekova(Kazakhstan), H.E. Mr. Raimundo González(Chile) and Mr. Aleg Laptsenak(Belarus) as Vice-Chairmen.
Ms. Arystanbekova(Kazakhstan) said that the Government of the People's Republic of China was the sole representative of the people of China and that Taiwan was an inseparable part of China.
The President(spoke in Spanish): As concerns the First Committee, in the absence of its Chairman, Ms. Akmaral Arystanbekova of Kazakhstan, Vice-Chairperson of the First Committee, will be Acting Chairperson of the Committee for the duration of the special session.
Ms. Arystanbekova(Kazakhstan) said that Beijing Conference had been the most important event of the past decade for the world's women, as well as being a convincing demonstration of their solidarity.
The President further informed the Assembly that, in the absence of the Chair-man of the First Committee, the Vice-Chairperson, H.E. Ms. Akmaral Arystanbekova(Kazakhstan), would be Acting Chair-person of the Committee for the duration of the twenty-first special session.
On April 15, 1992 Ms Akmaral Arystanbekova was appointed as the first Permanent Representative of the Republic of Kazakhstan to the United Nations by the decree of the President of Kazakhstan.
There being no objection, I shall take it that in accordance with rule 103 of the rules of procedure of the General Assembly and with established practice, the Committee wishes to dispense with the secret ballot andto declare Ms. Arystanbekova of Kazakhstan, Mr. González of Chile and Mr. Laptsenak of Belarus elected Vice-Chairmen of the First Committee by acclamation.
I should also like to thank Ambassador Arystanbekova of Kazakhstan, Ambassador González of Chile and Mr. Laptsenak of Belarus for carrying out their duties in the Committee.
Ms. Arystanbekova(Kazakhstan) said that her delegation fully shared the deep concern expressed by the Under-Secretary-General for Management regarding the financial situation of the United Nations.
Mr. Kazykanov(Kazakhstan): The head of our delegation, Ambassador Akmaral Arystanbekova, Permanent Representative of the Republic of Kazakhstan, will have an opportunity to congratulate you, Sir, on your election to the chairmanship of the First Committee during the general debate on all disarmament and international security issues.
Ms. Arystanbekova(Kazakhstan) welcomed the first joint meeting of the Economic and Social Council and the Bretton Woods institutions, which had taken place in April, as part of the effort to deal with the challenges of globalization.
Ms. Arystanbekova(Kazakhstan) said that the United Nations Conference on Environment and Development had been the first global forum in which Kazakhstan had participated as an independent State.
Ms. Arystanbekova(Kazakhstan) said that her delegation attached great importance to the discussion in the Fourth Committee of the problem of the effects of atomic radiation within the framework of the fifty-second session of the General Assembly.
Ms. Arystanbekova(Kazakhstan), speaking also on behalf of Armenia, Belarus, Georgia, Kyrgyzstan, Uzbekistan, the Russian Federation and Tajikistan, said that drug addiction was one of the most serious problems facing the world.
Ms. Arystanbekova(Kazakhstan) said that particular support should be given to United Nations activities involving promotion of the acceptance of and respect for the principles of international law and encouragement of its progressive development and codification.
Ms. Arystanbekova(Kazakhstan) said that the principles and recommendations emanating from the World Conference on Human Rights would not acquire full significance unless their implementation was ensured at all levels, in the first place at the national level.
Ms. Arystanbekova(Kazakhstan) said that her country, which had been the site of the first launching of an artificial Earth satellite 40 years earlier, had, since becoming a member of COPUOS, been actively involved in international work in the field.
Ms. Arystanbekova(Kazakhstan) said that the large number of States which had ratified or acceded to the Convention on the Rights of the Child was a clear indication of the growing commitment to the cause of protecting and improving the situation of the rights of the child.
Ms. Arystanbekova(Kazakhstan) said that, since the 1995 World Summit for Social Development, the commitments undertaken by the Member States had been transformed into concrete initiatives in the areas of poverty eradication, productive employment and social integration.
Ms. Arystanbekova(Kazakhstan) said that, as Kazakhstan possessed a suitable space infrastructure on its Territory, particularly the Baikonur launch site, it was actively participating in international space activities and supported the efforts of the United Nations to further develop international cooperation in that field.
Ms. Arystanbekova(Kazakhstan) said that Kazakhstan was deeply concerned about the effects of atomic radiation because for almost half a century it had had nuclear weapons deployed on its territory and had been the scene of a large number of nuclear tests, from 29 August 1949 to 29 August 1991, when the President of Kazakhstan had closed the testing ground.
Ms. Arystanbekova(Kazakhstan) said that, in view of the grave threat to the security, stability and development of the international community posed by terrorism throughout the world, the most effective means of countering it and eradicating it was international cooperation, in which the United Nations undoubtedly must play a central role.
Ms. Arystanbekova(Kazakhstan) said that her delegation shared the opinion expressed by many delegations to the effect that the growth of organized crime and the increase in the illicit consumption of narcotics were essentially two aspects of a single problem that went far beyond national borders, and that eradicating it required joint political, social, legal and economic efforts.
