The Autonomy Act.
Suksi, judicial system of Finland is quite complex as there is no single body to interpret the Autonomy Act in a coherent and systematic manner.
The latest amendment to the Autonomy Act was enacted in 1991 and entered into force at the beginning of 1993.
In this connection, we must examine the recognized national rights of the Iraqi Kurds,in addition to the progress made in the recognition of their political rights through the Autonomy Act.

The Committee is concerned that the definition of national minorities contained in the 1993 National Minorities Cultural Autonomy Act only applies to Estonian citizens.
In this connection, it should also be noted that the Autonomy Act guaranteed the cultural and social rights of the Iraqi Kurds through.

In reply to the Committee's observation that the definition in the National Minorities Cultural Autonomy Act may restrict the scope of the integration programme, we would like to note that the integration programme covers all ethnic minorities living in Estonia.

Similarly, Estonia indicated to the Independent Expert that ethnic minorities have the right to establish institutions of self-government in accordance with the National Minorities Cultural Autonomy Act, and that a Council of Ethnic Minorities exists within the framework of the Ministry of Culture.
Organising activities stipulated under the National Minorities Cultural Autonomy Act- teaching of the mother tongue, organising cultural events, creating funds, grants and scholarships for promoting the culture and education of national minorities, etc- is also possible for those ethnic groups who cannot apply for cultural autonomy. .
