In order to facilitate the expansion of the deployed military observer teams in preparation for phase III, the existing Mission support structure, including administrative and logistical elements, has been further strengthened,in particular by the establishment of the four coordination centres at Basankusu, Boende, Ilebo and Manono.
To maintain local confidence and stability between MLC and FAC forces,MONUC troops remain in Boende(Equateur) until such time as conditions are conducive to their redeployment.
The Force Commander is responsible for the deployment and management of the military component, which is currently in the process of expanding to the limit of 5,537 set by the Security Council in its resolution 1291(2000). In addition to the four sector headquarters at Mbandaka, Kisangani, Kananga and Kalemie,MONUC has also established four coordination centres at Boende, Basankusu, Manono and Ilebo.
For logistical and supply reasons, this would require the establishment of helicopter refuelling facilities at Manono,Ilebo, Boende and Basankusu, as well as the deployment of about 200 armed military personnel to protect equipment, facilities and supplies located at each of those four locations.
The next towns to fall were Kananga, Kolwezi, Tshikapa,Ilebo, Boende, Bumba(Équateur), Kenge(also with some resistance from FAZ, but, in addition to about 100 soldiers, over 200 unarmed civilians died), Kikwit(Badundu) and Lisala(Mobutu's home town). Finally, on 17 May, the capital succumbed without opposition: the Zairian armed forces(FAZ), the mercenaries, the troops of the former Rwandan armed forces(FAR) and the Hutu militia members had all fled.
The parties further agreed to provide a minimum of one permanent liaison officer at each of the four regional JMCs andauthorized the co-location of the regional JMCs in Boende, Kabinda, Kabalo and Lisala with the MONUC sector headquarters established in Mbandaka, Kisangani, Kananga and Kalemie.
At the same time, the Mission intends to continue using four coordination centres established in areas distant from sector headquarters,at Basankusu, Boende, Ilebo and Manono to provide command and control for the military observers operating from 95 team sites(62 static and 33 mobile), support the deployed military contingents and observers, improve logistical support in the interior of the country as well as ensure enhanced medical evacuation capacity and increased forward mobility.
With the Mission headquarters established in Kinshasa, MONUC operates from four sector headquarters at Kisangani, Kalemie, Kananga and Mbandaka,as well as four coordination centres at Basankusu, Boende, Ilebo and Manono and two team sites at Bunia and Gbadolite supported by logistic bases at Kinshasa, Goma and Bangui.
