Ms. Cabello de Daboin(Bolivarian Republic of Venezuela) said that her country was firmly committed to the rule of law, which was fundamental to the maintenance of international peace and security and the achievement of economic development and social progress.
Mrs. Cabello de Daboin(Bolivarian Republic of Venezuela)(spoke in Spanish): My delegation would like to begin by expressing our thanks for the report of the International Criminal Court(ICC) on its activities for 2009-2010 before the General Assembly see A/65/313.
Ms. Cabello de Daboin(Bolivarian Republic of Venezuela) said that her country attached great importance to the issue of ensuring the criminal accountability of United Nations officials and experts on mission and supported the zero-tolerance policy for crimes committed by United Nations officials and experts on mission.
Ms. Cabello de Daboin(Bolivarian Republic of Venezuela) said that the objectives of the draft articles as a whole could be achieved through bilateral or regional arrangements for the protection, development, utilization, preservation and management of transboundary aquifers.
Ms. Cabello de Daboin(Bolivarian Republic of Venezuela) said that her country had consistently condemned any action that could be considered a terrorist act and had insisted that such acts should be dealt with promptly in the manner authorized by international public law.
Ms. Cabello de Daboin(Bolivarian Republic of Venezuela), while expressing general agreement with the preceding speakers, said that the Committee's working methods for considering requests for observer status should be improved; the criteria for observer status did not need to be changed.
Mrs. Cabello de Daboin(Bolivarian Republic of Venezuela)(spoke in Spanish): My delegation wishes to explain its vote on draft resolution A/63/L.42, under agenda item 70(a), entitled"Oceans and the law of the sea", on which the Assembly will soon be voting.
Ms. Cabello de Daboin(Venezuela) said that her delegation would like to examine the constituent instrument of ICAPP, which appeared to be a nongovernmental organization(NGO) that might be eligible for consultative status in the Economic and Social Council, but not for observer status in the General Assembly.
