I intend my work as President to continue the work carried out by my predecessor,our friend Ambassador Camilo Reyes.
Together with my friends, Salah Dembri, Camilo Reyes, Juan Enrique Vega and Jean Lint, I also tried to find some way forward.
I congratulate all involved and in particular our former President, the distinguished Ambassador of Colombia,our friend, Camilo Reyes, for his efforts.
The Conference elected Camilo Reyes Rodríguez(Colombia) as the Chairman of the Committee, and Jean Lint(Belgium) and Vadim Reznikov(Belarus) as Vice-Chairmen of the Committee.
My delegation wishes to associate itself fully with the statement ofthe Group of 21, delivered by the Group Coordinator, Ambassador Camilo Reyes Rodriguez of Colombia, on 31 January 2002.
The Conference elected Camilo Reyes Rodriguez(Colombia) as President of the Conference. The President of the fifty-fifth session of the General Assembly addressed the Conference on 9 July.
At its 914th(opening) plenary meeting, on 9 October 2000, the Board elected by acclamation Mr. Camilo Reyes Rodriguez(Colombia) as President of the Board for the duration of its forty-seventh session.
Mr. Camilo Reyes Rodriguez, President, United Nations Conference on the Illicit Trade in Small Arms and Light Weapons in All Its Aspects, and Permanent Representative of Colombia to the United Nations Office at Geneva.
At this stage, it only remains for me to wish my successor in this function, Ambassador Camilo Reyes Rodrigues of Colombia, all the best in his endeavours and to assure him of my readiness to assist him in his tasks.
Allow me, first of all, to extend a cordial welcome on behalf of the Conference and on my own behalf tothe Deputy Minister for Foreign Affairs of Colombia, Mr. Camilo Reyes Rodríguez, who will be our first speaker today.
I would also like to extend our gratitude to your distinguished predecessors, Ambassador Camilo Reyes Rodriguez and Ambassador Carlos Amat Forés for the valuable endeavours they have made towards breaking the deadlock gripping this forum.
Also, during the consultations we have noted broad support from delegations for the work of the three special coordinators appointed during the presidency of Ambassador Camilo Reyes of Colombia, and a preparedness to continue with that work.
I should like to take this opportunity to congratulate Ambassador Camilo Reyes of Colombia for his achievements during the United Nations Conference on the Illicit Trade in Small Arms and Light Weapons in All Its Aspects.
In accordance with the decision of the Preparatory Committee, the Conference was opened on 24 April 2000 at United Nations Headquarters by the Chairman of the third session of the Preparatory Committee, Mr. Camilo Reyes Rodríguez Colombia.
Perhaps the only criticism that Icould make to my dear friend, Ambassador Camilo Reyes, is that, at the moment we succeeded him in the presidency, he forgot to give us the magic wand that makes possible a solution to all the problems.
At its 877th meeting, on 14 June 2001, the Conference on Disarmament decided to appoint, among others, a special coordinator on the improved and effective functioning of the Conference on Disarmament, as a result ofsustained efforts on the part of the then President, Ambassador Camilo Reyes Rodriguez of Colombia.
I should like to express my deep appreciation to my predecessor, Ambassador Camilo Reyes, who helped us reach agreement on the programme of work and enabled last year's Conference to adopt the decision on the appointment of the special coordinators.
Before concluding, I would like to reiterate my appreciation to the distinguished ambassadors who have preceded me in this post, andmost especially Ambassador Camilo Reyes, my immediate predecessor, for their advice and suggestions, always so useful and timely.
She wished to congratulate Mr. Camilo Reyes of Colombia, the President of the United Nations Conference held in July 2001. Thanks to his tireless efforts and personal commitment, allied with his exceptional diplomatic abilities, it had been possible to adopt the Programme of Action by consensus.
The Algerian delegation would also like to take this opportunity to express its appreciation for the effortsmade by your predecessor, Mr. Camilo Reyes of Colombia, with a view to restarting our work and bringing the Conference out of the impasse in which it has been held.
After recalling the credentials andexpertise of Ambassador Camilo Reyes Rodríguez of Colombia in the fields of diplomacy and disarmament, the representatives of the Latin American and Caribbean States reiterated their full support for his candidacy to chair the United Nations Conference on the Illicit Trade in Small Arms and Light Weapons in All Its Aspects, and noted with satisfaction the endorsement of this candidature by the Movement of Non-Aligned Countries.
Today we are going to bid farewell to four of our distinguished colleagues, Ambassador Anda Filip of Romania, Ambassador Chris Westdal of Canada,Ambassador Camilo Reyes of Colombia and Ambassador Henrik Salander of Sweden, who will soon complete their duties as the representatives of their respective countries to the Conference on Disarmament.
Mr. Camilo Reyes Rodriguez, Permanent Representative of Colombia to the Conference on Disarmament and President of the July 2001 United Nations Conference on Illicit Trade in Small Arms and Light Weapons in All its Aspects will chair an informal consultation on the 2003 Biennial Meeting of States on the Implementation of the Programme of Action to Prevent, Combat and Eradicate Illicit Small Arms and Light Weapons.
This is the context for the proposal made by the five ambassadors- Jean Lint of Belgium,Vega of Chile, Camilo Reyes of Colombia, Henrik Salander of Sweden and myself- which I officially presented in this same room on behalf of my colleagues on 23 January 2003, with the symbol CD/1693.
